The Southeast Asia Regional Programme on Combating Marine Plastics (SEA-MaP) is financed by the World Bank and managed a Project Management Unit (PMU) in the ASEAN Secretariat and a Regional Implementation Support Unit (RISU) run by UNOPS. GIZ International Services (InS) has been awarded the contract by RISU to implement the SEA-MaP Innovation and Investments (I&I) Platform, a two-year project supporting innovation combating marine plastics in ASEAN Member States. The project involves developing and managing an online platform, running and innovation accelerator, running events, and managing the handover of the platform. It is implemented in a consortium of four companies with GIZ in the lead.

Position Overview:
The Outreach Manager for Thailand and Laos will play a coordinating and implementing role within the SEA-MaP Innovation and Investment Platform, a regional initiative focused on accelerating innovation and investment for plastic circularity in ASEAN. Unlike in other countries, day-to-day stakeholder outreach in Thailand is led by an experienced local service provider with strong public and private sector networks. As such, this position emphasizes on two specific areas:
- Internal coordination, technical support, liaison tasks with government and development partners, service provider and facilitation of regional events. For this the Outreach Manager will work closely with the SEA-MaP Team Leader, based in Thailand, and the GIZ Thailand Country Office. Key functions include revising and drafting strategic documents, coordinating logistics and content for national and regional events.
- The Outreach Manager will independently lead SEA-MaP’s outreach in Lao PDR, including organizing the national kick-off workshop, engaging key stakeholders, and aligning the Platform with national priorities. The role includes drafting the national concept note, coordinating with government and private sector actors, and identifying potential champions for long-term Platform engagement. The objectives are ensuring platform sustainability and institutional anchoring, deepening national stakeholder ownership, and scouting investment-ready innovation partnerships.
Key Responsibilities
1. Internal Coordination and Technical Support
- Assist the SEA-MaP Team Leader in managing key workstreams and follow-up actions across the project.
- Revise key project documents and concept notes in response to comments from RISU (the project client) and other stakeholders.
- Draft reports, meeting summaries, and communication materials in a clear, structured, and timely manner.
- Support internal project tracking and document management in coordination with the SEA-MaP Consortium.
2. Support to Outreach and Event Delivery in Thailand
- Serve as GIZ’s main liaison for outreach coordination in Thailand, ensuring smooth collaboration with the local service provider and other partners.
- Contribute to the preparation and implementation of SEA-MaP events held in Thailand, working closely with the event management team and the GIZ Country Office.
- Support logistics, stakeholder communication, and on-the-ground implementation of events and workshops.
- Ensure timely inputs for communication outputs, such as success stories, social media, and project updates.
3. Facilitation of Regional Activities
- Facilitate or co-facilitate selected SEA-MaP regional events and workshops, including those held in Laos and potentially other AMS.
- Provide operational and technical support for cross-country engagement activities, if TH is involved, ensuring consistency and coordination with national teams.
- Assist in the preparation of agendas, presentations, and participant coordination for multi-country events.
4. Government Liaison – Focus on Lao PDR
- Independently lead SEA-MaP’s outreach process in Lao PDR, ensuring alignment with national priorities and the Platform’s regional objectives.
- Organize and facilitate the national kick-off workshop, including preparation of the agenda, participant coordination, and follow-up actions.
- Draft the national outreach concept note in consultation with the SEA-MaP team and relevant Lao stakeholders.
- Coordinate with Lao government agencies, private sector actors, and development partners to ensure smooth communication and official alignment.
- Identify and engage national champions for potential roles in the Advisory Board, Community of Practice, or as future host institutions.
Qualifications
- Thai nationality only.
- Bachelor’s degree in Public Administration, Environmental Studies, Development, Communications, or a related field
- Minimum of 3–5 years of experience in development project coordination, preferably with international organizations
- Familiarity with GIZ processes and multi-stakeholder platforms is highly desirable
- Excellent written and verbal communication skills in English and Thai; knowledge of Lao is an advantage
- Demonstrated ability to prepare high-quality reports, summaries, and event documentation
- Experience engaging with government agencies and supporting event logistics in a professional setting

- Strong organizational and multitasking skills
- Proactive and responsive, with the ability to work independently and under tight deadlines
- Culturally sensitive and comfortable working in regional teams
- Experience facilitating or supporting cross-border stakeholder events is a plus
Duty station and timeframe:
This position is based in Bangkok, Thailand, with occasional travel to other ASEAN countries, particularly Lao PDR. This will be a fixed-term contract, starting as soon as possible and running until 31 August 2026, with possibility for extension.
