The Senior Monitoring, Evaluation and Learning Officer will support the U.S. Government–funded project of Global Health Security managed by FHI 360.
Global Health Security (GHS) Thailand & Regional enhances Thailand’s role as a frontline public health hub. The project supports stronger border health systems, rapid response capacities, emergency operations, and risk communication to help detect and contain outbreaks quickly. Regionally, it contributes to Thailand’s leadership in ASEAN health security coordination.
The Senior Monitoring, Evaluation and Learning Officer – GHS will provide technical and operational support to ensure high-quality and timely implementation of program activities aligned with national systems and donor requirements.
JOB SUMMARY:
The Senior Monitoring, Evaluation and Learning Officer – GHS provides technical support for the planning, implementation, coordination, and monitoring of Global Health Security activities. The position supports adaptation and application of technical strategies, tools, SOPs, and protocols; coordinates with government and technical partners; and contributes to technical quality assurance, reporting, and knowledge products.
DUTIES AND KEY RESPONSIBILITIES:
- Supports design, development, planning, implementation of, and reporting against GHS AMELP.
- Supports the development of project technical reports, ensuring data validity, quality, accuracy, and compliance.
- Develops, operationalizes, implements, and manages MEL systems, tools, and procedures to collect, collate, analyze, interpret, and use data that demonstrate impact and Activity accountability and progress.
- Tracks GHS progress against MEL indicators and targets to ensure consistent and systematic tracking and reporting.
- Ensures that relevant MEL plans integrate high-quality quantitative and qualitative methods and participatory methodologies to monitor project quality for performance and results.
- Assesses subcontractors MEL-related data and reporting efforts to verify quality.
- Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners in the MEL space; identifies technical support needed to fulfill national global health security and MEL objectives.
- Supports the development of country-specific MEL plans and budgets aligned with GHS goals and ensuring compliance with donor and organizational policies and procedures.
- Performs other duties as assigned.
Applied Knowledge & Skills:
- Comprehensive knowledge of and experience with mechanisms in the area of national and international MEL practices.
- Development of scope of work and deliverables for partners, consultants, etc.
- Broader knowledge of quality standards.
- Proficiency with database management software and on-line search tools required.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write, and speak fluent English.
- Excellent organizational and analytical skills. Excellent and demonstrated project management skills.
- Ability to influence and collaborate with others.
- Demonstrated proficiency with using Microsoft Office Suite required.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
Education:
- Master’s Degree or its International Equivalent in Public Health, Epidemiology, Biostatistics, Data Science, Statistics, Environmental Health or a related field.
- Project Management (PM) Certification preferred.
Experience:
- Typically requires 6 years of relevant experience in data management and MEL systems implementation. Experience implementing MEL systems for public health programs preferred.
- Demonstrated expertise and skills in quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning.
- Technical skills in data processing and analysis using statistical software (e.g., SPSS, Stata, R, Python, SAS, Epi Info, Tableau, PowerBI, etc. ) and MS Excel, with experience applying data to disease surveillance, risk assessment, monitoring and evaluation, or public health decision-making, are an added advantage.
- Writing skills for qualitative data, success stories, best practices, and other documentations is required.
- Comprehensive knowledge of theories, concepts, and practices in MEL.
- Prior work experience in a non-governmental organization (NGO), government agency, international organizations or private organizations.
- International or domestic (US) program development or program management experience preferred.

- May supervise junior-level staff
- Reports to the Associate Director - GHS

- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
