Context:
The Government of Canada, through its department of Immigration, Refugees and Citizenship Canada (IRCC) has signed a Contribution Agreement with the International Organization for Migration for the delivery of pre-departure services to refugees bound for Canada.
Core Functions / Responsibilities:
Under the administrative supervision of the IOM Chief of Mission (CoM) and the overall programmatic supervision of the Geneva-based Canadian Orientation Abroad Global Programme Manager, the Programme Assistant - Refugees will assist with the following functions:
- Assist the implementation of pre-departure orientation activities in the region (India, Indonesia, Malaysia, Sri Lanka and Thailand).
- Assist with the preparation of COA annual site budgets with the IOM Thailand RMO team and, in coordination with COA Manila accounting team, assist in the monitoring of COA expenditures on a monthly basis.
- Assist with official meetings at IOM, at the Canadian Embassy / Canadian High Commission and with any other visiting stakeholders and assist with the promotion of COA Pre-Departure Orientation activities.
- Assist with the organization of COA adult and youth sessions and activities for all eligible refugee participants (all categories) in coordination with IOM MHD and Movement departments in Thailand and in the South-East and South Asia regions and with IRCC (region), if necessary.
- In follow-up with the Canadian Orientation Abroad Adult Curriculum and Youth Curriculum objectives, support the organization of new activities in accordance with the Adult Refugee and Youth Refugee Training Activities Toolbox.
- Assist with the registration, preparation of monthly training schedules, and with the follow up with refugees and with various IOM departments such as security, accounting, and procurement for the preparation, delivery and closing of COA sessions.
- Support the delivery of Pre-Departure Orientation (PDO) sessions for Canada-bound refugees, both within Thailand as well as throughout the region.
- Assist with various administrative matters in coordination with the receiving IOM mission, assist with the preparation of mobile training budgets and seek approval from programmatic supervisor, with scheduling sessions, shipments of training materials to the specific training country and in following up with diplomatic customs’ clearance.
- Assist with drafting of COA training content, and update documents and other resources whenever necessary.
- Draft reports following COA TDY missions out of (COA site location).
- Assist with iCARE data-entry reports (quarterly), with gathering statistical data (in coordination with Canadian Embassy, COA Statistics team in Manila and COA Ottawa office), and with uploading on the shared folders.
- If required, submit Canadian Orientation Abroad monthly summary of sessions to Admin/Finance and Public Information Departments in IOM Thailand.
- Assist in the preparation of training materials, visual aids, and maintain learning walls (in the training room) which support the objectives of the Canadian Orientation Abroad curriculum.
- Assist in the research and compiling of success stories for the iCARE report and for the COA Newsletters.
- Assist in the maintenance of inventories of all equipment and instructional supplies.
- Assist in the replenishment of materials in direct consultation with the Canadian Orientation Abroad Programme Manager and the supply-chain resource staff in COA Manila.
- Perform other duties as may be requested from time to time.
Required Qualifications and Experience
- Bachelor’s Degree in Teaching with at least two years of relevant work experience; or, High-school diploma with at least four years of relevant work experience.
- Experience working in cross-cultural settings.
- Empathy towards refugees and their predicament.
- Experience in working with statistics and writing lesson plans.
- Mature individual able to pay attention to detail and submit reports as required.
- IOM Functional Competencies required: Effective Communicator, successful negotiation, creative analytical thinker, active learner, strong team player and cross-cultural facilitator.
- Solid computer skills, including proficiency in MS Office Packages (Office, Excel,
Power Point, Outlook), Internet and E-mail.
Languages
Fluency in both written and spoken English.
