Organizational Context & Project Description

 

The UN Resident Coordinator (RC) is the designated representative of the UN Secretary-General for development activities and the team leader of the UN Country Team (UNCT), which in Thailand is composed of 19 UN agencies that have projects and programmes in the country.

 

The Office of the UN Resident Coordinator (RCO) supports the RC in his/her coordination of the UNCT and liaison with national partners. The RCO in Thailand has a team of eight staff and provides strategic and secretariat support to the RC and the UNCT to effectively coordinate the work of the UN agencies. It supports the implementation of collaborative work between the UN agencies towards the partnership framework with the Royal Thai Government, and advance the SDGs, together with government and nongovernment agencies. The RCO is located within the main UN Compound in Bangkok.

 

The RCO is supporting the UNCT and the Royal Thai Government in its responses to COVID-19. This includes communications, socioeconomic assessments, as well as technical support and advocacy on responses. Information management and communications are key roles provided by the RCO, and the RCO manages this through. The UN Resident Coordinator’s Office in Thailand in partnership with the Regional Office for Asia and the Pacific of the UN Volunteers programme are joining forces to pilot the online volunteering network “V-Force in Thailand” aimed to support the emerging needs related to COVID-19 but also broader engagement around the SDGs

 

This UNV will be key in providing crucial support to communications and information management based in the RCO while working in support of the UN Country Team, as well as for the Government and wider Thai public.

 

Description of tasks:

Within the delegated authority and under the supervision of the Head of Office or his/her designated mandated representative(s), the UNV for Data Management and Communications Analyst will:

 

  • Support implementation of social media and communications strategy in support of the UNCT, particularly in light of COVID-19 impacts
  • Analyse social media trends using social media tools related to COVID-19, socio-economic and other development issues, as guided
  • Assist the Communications Officer in coordinating with the UNCT Communications and Advocacy Group, and delivering agreed outputs with the Group
  • Support analysis of COVID-19 impacts and responses, through country and local-level development data and preparation of required visuals, graphs and infographics
  • Follow up with the UN Country Team and other entities on data collection and compilation, as directed.
  • In coordination with UNV Regional Office, provide support and promote the V-Force online volunteering network (and onsite in the future) for UNCT needs
  • Any other related tasks as may be required or assigned by the supervisor.

 

Results/Expected Outputs

 

As an active RCO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to the UNCT in the accomplishment of her/his functions, including:

  • Successful implementation of the UNCT’s social media and communications strategy incorporating COVID-19 concerns
  • Analysis of social media trends related to COVID-19 delivered, including socio-economic and other development issues
  • UNCT Communications and Advocacy Group supported, and outputs facilitated
  • Analysis of COVID-19 impacts and responses conducted, through country and local-level development data and preparation of required visuals, graphs and infographics
  • Coordination with the UN Country Team and other entities on data collection completed satisfactorily
  • Successful and operational online volunteering network V-Force Thailand.

 

Qualifications/Requirements

 

Required Degree Level:  Bachelor’s degree in a relevant area, e.g. communications, development studies, politic science, international relations, social sciences.

 

Required experiences:

  • At least 2 years of professional work experience at the national and/or international level in communications, social media analysis, data and knowledge management, media or advocacy, or other relevant programmes;
  • Experience working on development issues is an asset, as is experience working in the UN or other international development organization;
  • Knowledge of social media analytical tools, and experience in big data analysis would be an advantage;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in the role of the United Nations, volunteerism as a mechanism for durable development, and the UN System.

Language skills:

English (Mandatory), Level – Fluent.

Conditions of Service:

 

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

 

The applicable Volunteer Living Allowance (VLA) is provided monthly to cover housing, utilities and normal cost of living expenses. The average monthly Volunteer Living Allowance, as of April 2020, for a National UN Volunteer Specialist, with Bangkok as duty station, is THB 47,000 per month (subject to change based on an exchange rate)

Life, health and permanent disability insurance are included (health insurance for up to 3 dependents).

 

Travel to duty station (if applicable) and a Settling-ln-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment.
