RECOFTC is inviting candidates to apply for the position of Grant Manager as part of the Executive Office team. The successful applicant will be based in Bangkok, Thailand. The contract duration is for 24 months with a possibility of extension subject to funding availability and satisfactory performance.

Specific tasks and duties

The Grants Manager will work under the direct supervision and guidance of the Executive Director and be part of the Executive Office Team. The position will be responsible for creating a system of financial oversight for RECOFTC grants at each stage of the grant life cycle. The position will work closely with the Corporate Services team, which oversees compliance with the financial components of a growing portfolio of grants and contracts related to the development and expansion of our standards. Currently, RECOFTC manages a portfolio of three to five large multi-year regional grants and 40 to 50 contracts on an ongoing basis). Specific tasks and duties include:

  • Support program teams on proposal development, including but not limited to development of budget, budget reviews, preparing cost forms and ensuring proposal compliance with solicitation requirements
  • Serve as a technical resource to project teams in interpreting donor rules and regulations, and act as primary point of contact for contractual issues
  • Review all new donor contracts before RECOFTC signature and ensure that RECOFTC complies with all donor requirements as stated in the contract document
  • Oversee and regularly update the RECOFTC grants and contracts database
  • Oversee, coordinate and support project staff with the preparation of interim and final narrative and financial reports, including data collection from subgrantees, and their timely submission to donors, in coordination with the Corporate Services unit
  • Coordinate the financial aspects of subgrants and subcontracts:
    • During proposal development stages, coordinate organizational assessment processes for prospective subgrantees and subcontractors to ensure their systems comply with relevant donors. If needed, provide assistance to prospective subgrantees and subcontractors to ensure donor compliance.
    • Upon receipt of new awards, prepare subgrant agreements and/or subcontracts along with financial reporting guidelines and templates for subgrantees and subcontractors which include the donor’s applicable terms and conditions.
    • Serve as the subgrant management liaison between accounting and program staff to coordinate communication with subgrantees and subcontractors.
    • Ensure subgrantee compliance with the terms of grant agreements, including by reviewing subgrantee financial reports and liaising with subgrantees to rectify reporting errors and by managing subgrantee and grant subcontractor deliverables and payments.
  • Manage the solicitation and process of donor-required audits
  • Oversee, coordinate and support project staff with the timely closeout of subgrants and donor contracts, in coordination with the Corporate Services unit
  • Assist program teams with developing and managing multi-year grant budgets
  • Work with the accounting and program teams to identify and implement improvements to the grants management system and processes, and to implement system improvements with staff throughout the organization
  • Work closely with seven country offices’ Accounts and Administrative Officers in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Vietnam to complete accounts and administrative matters in compliance with RECOFTC’s and donors’ policies and procedures and in a timely manner
  • Perform any other duties as assigned by the Executive Director

Qualifications and experience

The Grants Manager will have the following essential and desirable qualifications and experience:

Essential:

  • Bachelor’s degree in related field
  • 10+ years of work experience in developing and administering grants (and/or subgrants) for environmental, sustainable development and or international development organizations, including experience managing grants from government agencies such as USAID, DFID, Sida, SDC, Norad, EU, BMU/IKI, and/or corporate and philanthropic foundations
  • Accounting experience, in grant accounting or budgeting
  • Software and collaboration tool experience and advanced Excel skills. expertise with SAP, QuickBooks, or other financial accounting software, familiarity with Dropbox, Google Drive, Skype and/or other collaboration tools with ability to learn new software and technologies quickly
  • Strong communication skills required to ensure a diverse set of stakeholders are aligned to achieve common objectives and activities
  • Solution-oriented, strong project and time management, organizational, attention to detail, relationship building and interpersonal skills
  • Ability to work both independently and collaboratively on assignments
  • Excellent writing skills and professional proficiency in English

Desirable:

  • Experience in subgrant contracting and/or administering consultants’ contracts
  • Experience in project management and/or finance and administration
  • Experience with process automation
  • Professional proficiency in writing proposals and/or budgets
