5. MARKET VALUE: THB 1,313,799 – 2,299,144 per annum equivalent to FSN-11
In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.
6. PERIOD OF PERFORMANCE: Five (5) years initial contract.The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.
7. PLACE OF PERFORMANCE: USAID/RDMA, Bangkok, Thailand
8. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.
9. STATEMENT OF DUTIES
9.1. General Statement of Purpose of the Contract
The Development Outreach and Communications Specialist (Senior Development Outreach and Communications Specialist (S/DOCS)) is a member of the USAID/RDMA, Program Office (PRO), and positioned in the Development Outreach and Communications (DOCS) unit. The incumbent serves as the Deputy for the DOCs team and will focus primarily on supporting other USAID bilateral Missions and Operating Units in Asia and the Pacific. The S/DOCS collaborates closely with the RDMA Supervisory Regional Development Outreach and Communications Specialist (SR/DOCS), technical offices, Implementing Partners (IPs), and bilateral USAID Missions in implementing the Mission’s overall Outreach and Communications Strategy, in particular, policy-related strategic communications, including Indo-Pacific Vision communications. The S/DOCS provides virtual and/or temporary duty (TDY) support to USAID/RDMA client Missions in Asia and the Pacific, providing oversight, advice and guidance in developing and implementing their outreach and communications strategies. As directed and appropriate, the S/DOCS works with U.S. Embassy Public Affairs Officers (PAOs) to ensure that the Mission follows protocols for preparing, clearing, and issuing public affairs materials and for outreach events. In the absence of the SR/DOCS, s/he also liaises with the Agency’s Asia Bureau and Legislative and Public Affairs Bureau in Washington (USAID/LPA) as required on issues of press coverage, public information, and outreach campaigns. The incumbent is required to travel domestically and internationally.
9.2 Statement of Duties to be Performed
As the Deputy for the DOC Team, the S/DOCS will provide coverage and assume all USAID/RDMA DOC oversight and quality control functions in the absence of the SR/DOCS. The regular duties of the S/DOCS will include the following:
A. Support to RDMA’s Client Missions and Regional DOC Coordination: (40%)
B. AOR/COR for Regional Communications Platform: (30%)
C. Support to RDMA DOC Activities: (20%)
D. Support to RDMA’s Indo-Pacific Strategy (IPS) Communications: (10%)
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
9.3. Supervisory Relationship
The position reports directly to the ROAA Supervisory Contracting Officer or his/her designee.
9.4. Supervisory Controls
The position will supervise one Development Outreach and Communications Specialist (FSN-10).
10. AREA OF CONSIDERATION:
This position is open to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor candidates for a Thai residency permit.
11. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education: A minimum of a bachelor’s degree in communications, journalism, marketing, public relations, social science, liberal arts, or related fields is required.
2. Experience: A minimum of five years of demonstrated successful experience in public relations, outreach, communications, or related field is required. Proven experience in disseminating information to a variety of target audiences is required. Experience working with local media and developing media contacts is required.
3. Language: Level IV – Fluent in speaking/reading/writing in Thai and English with a valid TOEIC score of 855 is required.
III. EVALUATION AND SELECTION FACTORS
Application Rating System
The application rating system factors are used to determine the competitive ranking of qualified applicants in comparison to other applicants. Applicants must demonstrate the rating factors outlined below within their application and/or resume, as they are evaluated strictly by the information provided. The rating factors are as follows:
1. Education (10 points)
Additional points will be given for education above bachelor’s degree in communications, journalism, marketing, public relations, for specialized courses in mass communication.
2. Experience (30 points)
Additional points will be given for relevant experience above the minimum requirement which may include number of years of experience working in highly relevant field such as public relation, outreach, communication for development agencies/organization
3. Knowledge (20 points)
Must be thoroughly familiar with local media influencers and the relationships between media organizations throughout Asia. Must understand the political orientation of local media outlets. Thorough nowledge of media operations (print, television, internet, radio) in public relations with a broad nderstanding of issues related to international development and transition economics is required.
4. Skills and Abilities (40 points)
The incumbent must have an ability to work as a team member and provide leadership in the areas of his/her competencies:

SELECTION PROCESS:
To be considered for candidacy, applicants must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. Applicants with passing marks from the recruitment test and with a valid TOEIC score mentioned in Section II, item 3 will be invited for an interview. Only shortlisted candidates for final interview will be notified of the selection result. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful candidate will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an applicant.
