BACKGROUND
The Lower Mekong Initiative (LMI) – Sustainable Infrastructure Partnership Phase 2 (SIPII), funded by the US Department of State (DOS), Bureau of Oceans and International Environmental and Scientific Affairs (OES), and implemented by Pact. SIPII from 2018 – 2022 has been redesigned to enhance regional development cooperation to adequately inform development policies and practices on large scale infrastructure development through practical partnerships among existing programs and institutions within the Lower Mekong Region that consists of Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. Facilitation of Mekong Water Data Initiative (MWDI) and donor coordination component is also a highlight of SIPII, aiming to strengthen regional water data management capacity, and synergize knowledge and expertise of the United States Government agencies with that of the Friends of the Lower Mekong (FLM) that include Australia, Japan, the Republic of Korea, New Zealand, the European Union, the Asian Development Bank, and the World Bank.
Based on extensive stakeholder consultations and series of rapid needs assessment study conducted by SIPII, one of the key results has informed that there is little accessible data and information about the use of water and wetland resources by local communities across the Lower Mekong Basin, and information on these communities’ diverse livelihoods. With the consequences, values of well-being, livelihood productivities and vulnerability of local communities that live across the Basin are often undervalued and misjudged by development planners and policy makers. In order to respond this need, SIPII program is working to support Lower Mekong governments, the Mekong River Commission (MRC) and concerned stakeholders to review existing and survey data at national, provincial, and local level, and develop a water-related socio-economic database that can be openly accessed and used for water resources planning, and impact assessment in the Lower Mekong Basin.
During these initial steps, SIPII is looking for a National Consultant, either as an individual/a group, firm, or organization from each of the Lower Mekong country of Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam to perform the following assignments; 1) conduct a review of existing socio-economic data and information at national, provincial, and district level within the Lower Mekong Basin, 2) analyse and extract water-related socio-economic data in the Lower Mekong Basin and develop a Lower Mekong water-related socio-economic database, and 3) identify data gaps.
In order to support the operation of this assignment, SIPII will provide a brief living guideline and data outlines for the Consultant which could be further improved through advanced expertise of the Consultant him/herself, concerned agencies’ and partner experts. Noting that Irrawaddy Basin will be the focus for Myanmar.
TASKS AND EXPECTED OUTPUTS
Based on the Lower Mekong Water-related Socio-economic Database Development Guidelines provided by SIPII (see attached document) together with further inputs from partner experts and the consultant him/herself, the consultant will work directly with SIPII team, Lower Mekong agencies, the MRC, expert stakeholders, data developers, to name but a few, to perform and achieve the following tasks and outputs
