Risk Education Training Officer

(For Mine Risk Education Project)

 

Position: Risk Education training officer (1 open position: only for Thai citizen)

Closing date: 14th August 2020

 

Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for                 a Risk Education training officer based in Mae Sot (Tak Province, Thailand) with regular travel to the field and Myanmar. S/he works under the supervision of the RE Project Manager to support the implementation of the RE project in all 9 temporary shelters.

 

 

PROJECT HISTORY

HI is an international non-governmental and non-profit organization specialized in the field of disability. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities.

Since its creation in 1982, HI has gone on to work in around 60 countries worldwide and supported several million people.

 

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to landmine and other explosive ordnance (EO) victims as a response to the influx from Myanmar. HI currently implements activities for Burmese refugees along the Thailand/Myanmar border under three thematic areas: Physical Rehabilitation, Disability and Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE). The projects are supported by the US Government (BPRM), the European Delegation (EU), UNHCR and the Fondation [MJ1] de France.

Since 2016, HI Thailand projects are framed in a regional program with HI Myanmar.

WORKING ENVIRONMENT

 

HI carries out activities in Thailand around 3 pillars:

1/ Armed Violence Reduction (AVR) including Explosive Ordnance Risk Education,

2/ Inclusion with Disability Social Inclusion (DSI),

3/ Health and Rehabilitation with project covering physical rehabilitation.

 

 

JOB DESCRIPTION

To develop and manage the delivery of training modules of the RE project along the Thai-Myanmar border.

 

RESPONSIBILITIES

Responsibility 1: Train, refresh and coach HI RE camp-based staffs and RE project officers.

Aim: to build capacity of HI RE teams to be able to provide quality RE.

Benchmarks: good appraisal of RE teams, training plan is in place, positive feedback from communities.

Activities:

  • Review and develop RE training package and curriculum with appropriate training materials and tools for HI RE teams who will deliver risk education sessions in communities,
  • Carry out the training need analysis of the RE camp-based teams and RE national team,
  • Based on the need analysis, prioritize and develop a training plan including a time line for each temporary shelter,
  • Conduct training and coaching of RE camp-based staff and project officers,
  • In collaboration with the RE project officers and project manager, conduct Quality Assurance checks during each field visit,
  • Provide Quality Assurance reports with recommendations and training as needed,
  • Work closely with the Project manager in institutionalising the training modules and materials as well as capturing good practices and knowledge gained throughout project,
  • Maintain a good record of the training modules, case studies and other related training materials,
  • Facilitate and manage feedback sessions to ensure continuous improvements of the training sessions,
  • Provide coaching and counseling to the RE project teams to achieve optimum performance.

 

Responsibility 2: Train, empower and build RE capacities of community-based organisations, partners and education structures (especially in Karenni temporary shelters)

Aim: to build capacity of teachers/trainers and partners to be able to provide quality RE.

Benchmarks: training plan is in place, positive feedback from communities and trainees.

 

  • Review and develop RE training package and curriculum for teachers/trainers in school and for CBOs and partners with appropriate training materials and tools,
  • Carry out the training need analysis of the teachers/trainers, CBOs and partners,
  • Based on the need analysis, prioritize and develop a training plan including a time line for each teacher/trainer, CBOs’ staff and partners,
  • Conduct training of trainers (ToT) and coaching of teachers, trainers, CBOs’ staff and partners,
  • Monitor and Support ToT implementation by master trainers,
  • Provide technical and planning support to teachers, trainers, CBOs’ staff and partners with regards to project implementation including training, materials development, monitoring, evaluation and quality assurance activities,
  • Strongly coordinate with the Karenni Education Department (KnED) for full integration of RE in school curriculum,
  • Identify potential stakeholders with whom partnership can be developed for further RE activities, maintain the networks and working relations with the stakeholders/partners at the field level in order to strengthen HI current actions.

 

Responsibility 3: Ensure communication, networking and coordination at field level for RE activities

Aim: Under the supervision of his/her line manager, ensure implementation of good practices and good communication

Benchmarks: the RE project is involved in mainstream camp management system; partners, camp authorities and camp committees recognise HI RE activities.

Activities:

 

  • Ensure that the internal regulations, operating procedures and security rules are applied at the field level,
  • Maintain good internal communications and good team spirits and esnure efficient circulation of information among the camp-based staff, project officers, teachers/trainers and partners,
  • Communicate the RE project achievements and participate to HI coordination meetings,
  • Laise with the Human Resource / Administrative Manager to obtain permission from local authorities for persons and materials to enter the camps when required,
  • Enhance HI’s visibility in the temporary shelters, within RE/humanitarian mine action network, and with other NGOs and partners,
  • Create relationship with other RE actors working in Thailand and/or along the border,
  • Regularly check and udpate EO RE international standards and policies, and inform the RE project manager,
  • Organise groups discussion with different target group for information exchange on EORE,
  • Provide relevant inputs for donors’ and internal reports,
  • Ensure that the RE Project Manager is regularly informed and reported about concerns or difficulties faced at the field level,
  • Contribute to the identification of the tools needed for implementing the project activities and to their development, review and adjustment,
  • Support the RE Project Manager identifying and mobilizing any technical or documentary resources or additional skills for guaranteeing the quality of the project.

 

Qualification Required: 

Education: University degree in the field of education, risk management, community development, social work or related field.

Experiences:  

  • Minimum 2 years of experience with NGO’s or grassroots organization implementing activities
  • Relevant experience in curriculum development and training delivery
  • Minimum 3 years of experience in risk education related to explosive hazards (compulsory)

Technical Skills & Cross Cutting Skills:

  • Strong coordination, advocacy and communication skills are mandatory.
  • Proven experience in facilitating and implementing awareness raising campaigns/events.
  • Strong knowledge of the border context and local and refugee communities is mandatory.
  • Familiarity with HI activities is an asset.

Language skills: Strong Karen and English level are mandatory

JOB CONDITIONS:                                                                       

Local work contract, fixed term 1-year contract (with possibility to extend)
