Position Summary:

Pact is seeking an experienced Mekong Programs Manager to manage the coordination and implementation of activities under the Mekong-US Partnership - Sustainable Infrastructure Partnership (SIP) Phase II and Mekong Connections programs. The programs jointly contribute toward improving the sustainability of water-food-energy nexus infrastructure, and water resource data management, and transboundary cooperation in the Lower Mekong region through activities coordinated with regional donors and multi-stakeholder organizations. The Mekong Programs Manager will work with multiple stakeholders in the Lower Mekong region countries of Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam to identify capacity building opportunities for officials and related stakeholders on infrastructure and water resources-related topics, manage a small grants and fellowship program to support water governance, health security, and wildlife trafficking; and coordinate activities and organize events. S/he may also work collaboratively with and support other project teams at Pact.

Key Responsibilities:

The Mekong Program Manager is required to perform the following tasks, least but not limited to:

  • Implement approved workplans for Mekong programs in accordance with agreed timelines and expected levels of programmatic quality.

  • Coordinate with relevant internal and external stakeholders to identify needs and develop training needs assessments, training materials, and reports.

  • Manage the design and implementation of training workshops, grant and fellowship opportunities, research events, and implement program activities as assigned, including, but not limited, to the following key areas:

  • Sustainable hydropower and energy development;

  • Water resources management i.e. flood management and forecast, water data management, water quality monitoring, and groundwater management;

  • Impact assessment tools i.e. environmental, social and cumulative impact assessment.

  • Socio-economic survey development and monitoring;

  • Health security, and

  • Combating conservation crimes, including wildlife and timber tra­cking.

  • Coordinate program activities with stakeholders from the Lower Mekong governments, academic and research institutions, donors, development partners and business and financial sector.

  • Manage for results through oversight and input into monitoring and evaluation of program activities.

  • Develop program reports and communication materials i.e. publications, brochures, posters and update website.

  • Manage small team of professionals and consultants to achieve programmatic results.


 

Basic Requirements:

  • Masters degree in relevant field and at least 5 years of experience in the Mekong region (or BSc plus 10 years of experience) in water and environmental resources management, economics, social sciences, geology, and/or engineering,

  • Possess in-depth knowledge of one or more of the following technical subjects: water and environmental management; wildlife trafficking; and/or health security in the Mekong region, and a good understanding of key stakeholders and institutions in the sector.

  • Creative individual with ability to think critically.

  • Comfortable working with government officials, civil society, academics and international donors and organizations.

  • Good communicator. High level proficiency in English and one of the Lower Mekong country languages.

  • Well organized with strong coordination skills.

  • Ability to serve as a strong team player. Have a positive and enthusiastic attitude.

  • Occasional regional travel to Lower Mekong countries.

  • Position for Thai Nationals only


 

Preferred Qualifications:

  • Experience managing donor-funded programs

  • Knowledge of the political, social, cultural, environmental, and development context of the Lower Mekong region.
