We are looking for a Bangkok-based Project Advisor ePhyto - Alliances for Trade Facilitation

 

On behalf of the Global Alliance for Trade Facilitation (www.tradefacilitation.org) and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), the GIZ Global Programme “Alliances for Trade Facilitation” focuses on the implementation of trade facilitation projects in developing and emerging markets in cooperation with the private sector (companies, associations, chambers), as well as government authorities (trade-related ministries, border agencies). The project objectives are to streamline and reduce the costs of trade and border procedures within the framework of the World Trade Organisation’s (WTO) Trade Facilitation Agreement (TFA).

Among other areas, the Global Alliance has experience in the successful implementation of the electronic phytosanitary certificate (ePhyto) in Morocco. Through the Alliance network, the goal is to extend the successful experience to countries that wish to use the electronic certificate, such as, Thailand.

At the moment, GIZ is exploring the feasibility and the focus areas of such a joint project with Department of Agriculture (DoA), Thai Customs and private sector representatives in Thailand.

 

To support this undertaking, GIZ is currently recruiting one (1) Thai candidate for the following position:

 

Project Advisor ePhyto - Alliances for Trade Facilitation

 

  1. Tasks
  1. Project management in Thailand
  • Set up and manage the project in close collaboration and coordination with the project lead (based in Germany, tbc), and ensure its implementation under the Global Programme “Alliances for Trade Facilitation”;
  • Supervise the progress of preparatory activities including the organization, coordination, implementation, facilitation and documentation of workshops / meetings;
  • Be responsible for monitoring the implementation of the strategy in relation to the objectives and benchmarks of the project and its action plan;
  • Proactively identify risks of delays and implementation difficulties, as well as actions to be taken to address them and contribute to the ongoing development of the project strategy and action;
  • Work in close coordination with the GIZ Thailand Agriculture & Food Cluster as well as the GATF ePhyto teams.

 

  1. Professional advisory services and cooperation
  • Advise stakeholders on identifying needs, developing concepts and strategies, and provide technical input;
  • Establish and support networks of consultation between the actors (DoA and private sector);
  • Develop benchmarks, indicators and organize trainings on the ePhyto system that will be implemented;
  • Accompany and assist consultants and experts on short missions for the execution of their tasks during the time of their mission in the project.

 

  1. Information and Knowledge Management, Monitoring and Evaluation
  • Participate and represent the Global Alliance, the GIZ Alliances program and its activities in Thailand in meetings, workshops, trainings and in communication with participating partners, and likewise during public forums and debates on relevant topics;
  • Maintain public relations activities (external and internal) for the project;
  • Document activities implemented and report regularly on the level of results of activities to GIZ and the GATF (regular reports, briefing, update figures and information on the progress of the project).
  • Together with responsible colleagues ensure liaison and exchange between different GIZ programs and projects in Thailand and the ASEAN region, and provide input as required by the project lead and GIZ Thailand Country Office.

  • Performs other duties and tasks given by the project lead, which may not be explicitly mentioned in the TOR.

 

  1. Required qualifications, competences and experience
  1. Qualifications
  • University degree in economics or commerce with specialization in agricultural trade, agribusiness, international trade, logistics management, or equivalent diploma.

 

  1. Professional experience
  • Minimum professional experience of 5 years in the field of international (agricultural) trade or logistics in Thailand.
  • Minimum specific experience of 3 years in trade-related project management, including organizing and documenting meetings, trainings, and workshops.
  • Proven experience in defining, formulating and implementing trade facilitation technical assistance programs.
  • Proven experience with Public Private Partnership (PPP) projects or cooperation projects with government authorities and companies is an advantage.
  1. Other knowledge, additional competences
  • Very good management and organizational skills;
  • Fluent in Thai and good command of English and being able to communicate effectively in English;
  • Proficient computer skills (Microsoft Office: Word, Excel, Teams, etc.) and their use in reporting; skills in data management and analysis in Excel an advantage;
  • Excellent interpersonal skills, partnership dialogue, coordination and negotiation; good speaking skills, in particular in front of both groups or at public meetings;
  • Self-motivated and can work independently with minimal supervision;
  • Good practices of intercultural communication and ability to work in an interdisciplinary environment;
  • Works well under deadline pressure and overcomes differences in opinion.

 

Contract:

This will be a fixed-term contract, starting in June 2021 and running until May 2022.

 

Duty station will be in Bangkok, Thailand.
