Recruiting project staff of the Partnership Project for Global Health and Universal Health Coverage (GLO+UHC) Phase 2

1. Background of the Project
Thailand’s Ministry of Public Health and National Health Security Office (NHSO) and the Japan International Cooperation Agency (JICA) have launched “the Partnership Project for Global Health and Universal Health Coverage” in January 2016 (called GLO+UHC Project hereinafter). The GLO+UHC Project aims to promote and support global health and universal health coverage in ASEAN countries and beyond.
Japan and Thailand have achieved universal health coverage (UHC) in 1961 and 2002, respectively, providing nearly the entire population of each country with access to health services, regardless of income status. Japan and Thailand have gained a global reputation for successfully achieving and sustaining UHC for decades. The two countries have worked extensively on global health issues, both at regional and international levels. They have used their wealth of experiences in various issues such as provider payment mechanisms, strategic purchasing and governance of purchasing for the benefits of many developing countries desiring to move towards UHC. At the same time, they are also focusing on some sustainability challenges posed by the current demographic and epidemiological transitions.
The Government of Thailand and the Government of Japan thus started this partnership cooperation with the three aims of (1) improving Thailand’s UHC operation; (2) providing technical support to other developing countries towards achieving UHC; and (3) promoting UHC at the global level. In Phase 1, the Project put effort in achieving the aim of (1) and built network to realize the other two aims. From December 2020, the Project moved on to Phase 2 which focuses more on achieving the aims of (2) and (3).
The GLO+UHC Project symbolizes a new level of south-south collaboration and networking that is striving towards ultimately strengthening UHC implementation around the globe.

2. Description of Position
Project Assistant who will be assisting the Project to achieve the project purpose within the project period.
Currently, as of March 2022, the project team consists of three Japanese experts (Chief Advisor, Coordination Specialist and Project Coordinator) and two Thai staff (Senior Secretary and Program Officer).
Under the direction of JICA experts, the Project Assistant will:
- Collect information related to the project activities (e.g. Healthcare finance, health workforce, UHC for children and mothers) and summarize them in English as required;
- Translate documents between Thai and English as required;
- Prepare draft of documents such as minutes of meetings in English as required;
- Assist creating documents such as reports, presentation materials, technical papers, etc.;
- Support the project team in executing action plans, events and visits, including logistic and administrative arrangements;
Perform other duties as assigned.
3. Qualifications and Competencies
Thai nationality
Good command in verbal and written English
Bachelor’s degree in any field. Graduated from English program and/or programs in health sector is preferable.
At least 1 year of working experience (including internship) in any field. Working experience in the field of international development and/or healthcare field is preferable.
Computer literacy (MS Word, MS Excel, MS Powerpoint, etc.)
Able to work independently and work very well as a team
4. Working Conditions
Working period: 1 year contract (Extension of contract until the end of the project is possible upon mutual consent.)
Wage: Starting from 22,000 baht per month (Starting rate could be higher depending on the person’s qualification and experience.)
Working hours: 8 hours per day, including 1 hour recess. Working hours can be flexible as long as it includes 9:00-16:00.
Working days: From Monday to Friday. Holidays are Saturdays, Sundays and the Public Holidays which apply to NHSO staff. Project staff can take 10 days of paid leaves per contract (year).
Working place: Project office is located in NHSO Government Complex Building B, Lak Si. Requires to work at office 3 – 5 days per week. Depending on the situation of COVID-19, Project Assistant may be asked to work remotely from home. Currently, as of March 2022, due to the COVID-19 measures taken in NHSO, the experts and staff of the Project are mainly working remotely from home and 1 or 2 days per week at the office. The most reasonable transportation cost between the office and home will be paid when working at the office.
