Assignment duration: 1 Year Fixed- Term Contract with possibility of extension

Duty station: Bangkok, Travel required 70% of working time

 

JOB PURPOSE:  

The Young Health Project (YHP) aims to support the health rights and wellbeing of young people (10-24) in marginalised communities worldwide through research, advocacy and on-the-ground Projects which are focused on the prevention of non-communicable diseases (NCDs). Since 2010 Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam and Myanmar.

With a commitment to support and defend the health, wellbeing and rights of young people, Plan International is proposing an expansion of the global YHP into the city of Bangkok, Thailand. Here, NCDs pose a significant threat and the Project will aim to prevent or reduce the risk behaviours which can lead to NCDs, as well as supporting the broader health and rights of young people.

The YHP follows the internationally recognized 5x5 model, which draws a link between 5 main NCD risk factors (tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution) and 5 main NCDs (cardiovascular diseases, type 2 diabetes, cancer, chronic respiratory diseases and mental health). In this model, the YHP focuses on the risk factors among young people with the aim to prevent NCDs.

In addressing the health needs of young people, the YHP takes a holistic approach which mainstreams gender equality, sexual and reproductive health and rights and mental health. Given the significant cross over and influence of these areas on NCD risk behaviours, and since these areas are fundamental barriers to young people leading healthy lives, creating positive changes in the lives and health of young people requires an approach in which these areas are addressed and challenged. The Project will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.

 

The YHP in Thailand is part of a larger global Project; there are currently YHP Projects in Brazil, India, Indonesia, Kenya, Vietnam and Myanmar, and the number of countries continues to grow. Although each country has a context specific Project, all YHPs have the same thematic focus on NCD prevention with a holistic approach to young people’s health and all follow the same Theory of Change. The larger partnership is managed by the Plan office in the UK and the Thailand Project Manager will be part of a global group and exchange ideas and learning with other YHP managers in other countries on a regular basis.

 

The position is working with the YHP Project Manager, the YHP Project Officers and the YHP Project Assistants to implement the Young Health Project in Bangkok, Thailand.

 

Core role and responsibilities:

•      Closely working with the YHP Project Manager to build positive and productive partnership/relationship with partners and local NGOs to ensure that young people in Bangkok metropolitan and vicinity have increased knowledge about risk behaviours and NCD prevention, which gives them greater capacity to make decisions about their health, in the context of improved health services, an enabling support system and policy environment.

•      To support the YHP Project Manager in introducing clear guidance about core approaches: holistic programming, right based approach, leverage learning and existing Projects and relationships, and partnership building at the level of the management with strategic partners and stakeholders.

•      To support the YHP Project Manager in overseeing the YHP Project Officers and supervise Project Assistants during application process of peer education model to obtain clear and correct information on issues of NCDs, as well as integrate cross-cutting issues such as gender equality, SRHR, mental health into Project activities at the level of the management of implementing partners.

•      Be responsible for assigned tasks during the process of planning, implementing, M&E and reporting Project activities at the level of the project management and implementation .

•      Be responsible for assigned monitoring tasks in capturing positive changes of young people practice fewer risk behaviours due to increased knowledge and capacity at the level of the project management and implementation.

•      To support the YHP Project Manager in overseeing the YHP Project Officers and Project Assistants during implementing process all the Project activities at national level (baseline, endline, cross learning and sharing) in particular at the level of the project management and implementation.

•      Be responsible for assigned Project budget resources in particular the budget for implementing activities managed by respective YHP Project Officers. Ensure efficient utilization and timely accountability of funds and other resources allocated in accordance with grant conditions. To ensure financial and administrative requirements of Project are completed in a timely manner in particular at the level of the project management and implementation.

•      To support the YHP Project Manager in coordination with national and provincial partners such as Ministry of Public Health (MoPH), Ministry of Education (MoE), Bangkok Metropolitan Administration (BMA) and Samut Prakan Provincial Administrative Organisation (Samut Prakan PAO) in order to fortify and build positive partnership/relationship for an enabling policy environment which supports NCD prevention and promotes broader adolescent health in particular at the level of the project management and implementation.

•      Collecting data, preparing and submitting quality and timely Project reports to the YHP Project Manager for report consolidation as donor requirements and the Project monitoring & evaluation plan in particular at the level of the project management and implementation.

•      Work closely with the YHP Project Officers to collect, analyse the information on Project theme, identify and participate in operational research related to the Project.

•      Be a direct supervisor of the YHP Project Assistant.

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

  Essential

a.         A degree in Development Studies, Public Health, Social Science, or any other relevant qualification;

b.         Demonstrated knowledge in international development tools: program logical framework, monitoring and evaluation, reporting and community empowerment

c.          Demonstrated knowledge of gender approach, gender based violence, child rights, and inclusion

d.         Affinity to work with and for young people on improving their health and well-being

e.         Good oral and written communication skills in English

f.           Possess strong organizational, computer, and writing skills

g.          Ability to function efficiently and effectively with minimum day-to-day supervision

h.         Willingness to travel to Project area on a frequent basis

i.           At least 5 years of practical experience in working with technical and strategic partners, government partners and local NGOs

j.           At least 4 years of experience in Project implementation including project and budget management.

k.          Demonstrated skills in analysis and problem solving

 

Desirable

a.         Demonstrated experience in working with children and youth

b.         Experience in coordinating and liaising with government partners

c.          Experience in managing Projects in child protection and gender area

d.         Experience in working in a multi-cultural organisation
