The Opportunity
The SCI Asia Sub-Regional Office (ASRO) in Bangkok is an extension of the SCI Asia Regional Office (based in Singapore). It is registered as regional office with the Thai Ministry of Labour and is responsible for SCI operational presence and programming in and from Thailand.
The Head of Support Services is responsible for the effective running of the SCI Asia Sub Regional Office, maintaining an efficient and responsive operational platform to service the different SCI entities operating in Thailand, providing effective hosting services to SCI international staff and ensuring appropriate government liaison and legal compliance for SCI presence in Thailand.
Reporting to the Director of the Asia Sub Regional Office, they will assist them in ensuring effective coordination between the SCI entities, overseeing service level agreements and in delivering regional initiatives where required.
The Head of Support Services will directly line manage Supply Chain and Administration staff and will act as the Child Safeguarding focal point for ASRO in Thailand. They are a member of the ASRO Senior Management Team.
Key Responsibilities
Government, Legal and External Affairs
-
- Responsible for ASRO’s government affairs and compliance with respect to local registration, particularly with the Ministry of Labour (MoL) and other relevant Ministries as required.
- In consultation with key stakeholders, prepares and submits workplans and six-monthly reports to the Ministry of Labour
- Prepares and submits the necessary documentation and application for the ASRO’s license renewal.
- Keeps abreast of changes in the laws, regulations, and procedures relating to INGOs as well as international and national staff in Thailand.
- Facilitates correspondence and communications with ASRO’s legal counsel as requested and takes follow up actions as required.
- Procure and assess additional legal advice as required
Hosting and administrative support

- Ensures appropriate service provision for ASRO hosted staff resident in or visiting Thailand on SCI business, facilitating their administrative requirements (including accommodation and schooling) and visa/work permit applications,
- Ensures appropriate information related to legal, health and administrative issues is communicated clearly and on a timely basis to hosted staff.
- Acts as the Safety and Security focal point for hosted staff maintaining effective communication protocols, briefings, information relay and interface with Safety and Security resources.
- Records and maintains key information related to ASRO staff and visitors.
Support service delivery

- Ensures that ASRO provides efficient, quality, timely and compliant support services to its staff and dependent entities
- Supports in the management of external demand, mediating with different requesters to ensure appropriate timelines and procedures are followed and all needs are suitably met.
- Provides support and oversight to Supply Chain and Administration staff in planning, prioritization and due process
- Supports the Supply Chain Manager to coordinate with relevant requesting entities to help improve procurement planning and forecasting
- Where required coordinates ASRO specific event management
- Act as the focal point for ASRO services to ensure that service requests are adequately directed and coordinated between each function.
- Provides a point of senior level interface and decision-making to prevent escalation of operational issues to the Director of ASRO unless absolutely necessary.
Coordination
-
- Supports effective coordination and facilitates productive collaboration between Save the Children entities in Thailand.
- Acts as the main point of contact between the Save the Children Thailand Foundation and ASRO for administrative matters.
- Supports the Director of ASRO in building and maintaining a collaborative and healthy organizational culture amongst the Save the Children entities in Thailand.
- Maintains oversight of service level agreements between the entities
- Participates in selected management meetings
Continuous Improvement

- Supports in the continuous improvement of the operational platform and ASRO’s hosting provision, helping to develop quality service officers and protocols and to identify additional areas to enhance quality and effectiveness.
Office and Resource Management

- Ensures the effective running of the ASRO office and associated facilities, ensuring access to appropriate office space and equipment
- Oversees the management of leases and utilities and assets and inventory
- Ensures appropriate IT support for ASRO facilities and staff
- Manages the ASRO support budget and in coordination with the Finance team ensures appropriate resource identification, costing and oversight of spend.
Personnel

- Ensures effective and supportive line management for direct reports, empowering the team and assisting with learning and career development.
- Equips team members with the information, tools and resources to improve performance & reach objectives.
- Creates and sustains a work environment of mutual respect where team members strive together to achieve excellence.
- Coordinating with ASRO HR, ensures ASRO personnel are appropriately supported through all stages of the employee life cycle and assists with onboarding of new starters.
Child Safeguarding

- Act as the Child Safeguarding (CSG) Focal point for ASRO ensuring that staff and relevant parties understand and comply with SCI Child Safeguarding policy.
- Conducts CSG trainings and ensure appropriate reporting and response mechanisms are in place.
- Ensures that case reports are sent to the relevant CSG Lead within 24 hours and participate in the investigation process of CSG cases.
Regional initiatives and external engagement

- Supports the Director of ASRO in regional initiatives
- Prepare and manages appointments for senior ASRO staff and visitors with the UN, INGOs, Embassies, Donors, and other key stakeholders.
- Other tasks and responsibilities as defined by the line manager.
