CONTRACT TERM:    Through June 2024 initially, with the possibility of extension depending on performance and funding                                                               availability.

LOCATION:                   Bangkok, Thailand preferred.

 

SUMMARY OF JOB RESPONSIBILITIES

 

The Asia Foundation (TAF) seeks to fill a consultant position (approximately 50% to 100% full-time) as a Project Process Specialist (Consultant) to provide support to the management of the USAID and Australia Mekong Safeguards program (Mekong Safeguards). The consultant will work closely with the program’s management to ensure compliance with donor requirements (both USAID and Australia), prepare financial and narrative reports, conduct an inventory of project assets, prepare internal and external communication products on lessons learned and project impacts, project audit and performance evaluation, and manage project data and files.

 

The USAID and Australia Mekong Safeguards Program (Mekong Safeguards) is a six-year (2018-2024) project working with central banks, governments, and developers in Thailand, Vietnam, Laos, Cambodia, and Myanmar on significant energy and transportation infrastructure investments to strengthen environmental and social standards and adopt clean technologies in Southeast Asia’s Lower Mekong sub-region. The program is an exciting opportunity to support new and improved ways governments, financiers, developers, and communities can invest and build sustainable energy and transportation infrastructure. It is funded through a unique partnership between the United States Agency for International Development (USAID) and the Australian Department of Foreign Affairs and Trade (DFAT).

 

The initial contract will be for six months, with the possibility of an extension based on funding and performance. All candidates should submit their CVs and their proposed daily rate (in USD). Though preferably based in Bangkok, consultants based in the Mekong Region will also be considered.

 

REPORTING & SUPERVISION

This position reports to the Chief of Party and Senior Advisor of Mekong Safeguards.

 

RESPONSIBILITIES:

  • Review donor agreements and programmatic documentation, including work plans, proposals, and reports, to identify and summarize financial and programmatic compliance requirements.
  • Manage program deliverables and finance tracker, in conjunction with program management and activity leads.
  • Develop and implement a program closeout plan, among others, covering narrative and financial reporting, management of human resources, document finalization and archiving, the disposition of assets, and closeout risks and challenges.
  • Support closeout communication with the program’s partners and stakeholders.
  • Manage and support other administrative and financial aspects of the program as needed.

 

Requirements for the consultant include:

  • At least seven (7) years of progressively responsible experience in relevant project management, supervisory, and technical roles with donor-funded programs.
  • Master’s degree in international development, management, finance, public administration, or similar fields. A bachelor's degree in similar areas could suffice with sufficient commensurate work experience.
  • Demonstrated ability to understand and manage donor compliance requirements.
  • Experience with the closeout of at least 1 or more USAID or other donor programs in a management role.
  • Experience with USAID or Australia DFAT programs is a plus.
  • Demonstrable experience developing high-quality program reports and summaries tailored for donors.
  • Professional fluency in English speaking and writing
  • Highly organized, flexible, adaptable to changing priorities, and detail-oriented.
