Reach for Equity (REACH) is dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian, and development needs. Reach for Equity focuses on helping communities affected by conflict, violence, and displacement in remote and hard-to-reach contexts and marginalized by poverty and exclusion.

 

Primary Responsibilities

  • Lead the development and implementation of the Learning Agenda for the project
  • Lead the implementation of project-related research to reflect the impacts of the project activities on the targeted communities, organizations and networks in Southeast Myanmar
  • Promote data-driven decision making across project management
  • Lead advocacy to key project stakeholders based on research findings and recommendations

 

Regular Responsibilities

Research management

  • Develop and update the annual research calendar of the project
  • Explore opportunities to share research findings and lessons learned to the local and international research community
  • Lead the write up and/or oral presentations of project milestone reports, particularly related to learning briefs and case studies, and research products
  • Develop the action register to compile the recommendations of assessment and evaluation studies, and track the completion of these actions by responsible teams

 

Data collection, analysis, and visualization

  • Mainstream key indicators across routine data collection practices by the M&E team to better see the project performance and be able to extract, when necessary, to answer dedicated research questions
  • Explore opportunities for additional data collection apart from routine monitoring data to fulfill the project milestones and learning materials
  • Develop the required data collection instruments, enumerator or facilitator guides and select appropriate data collection methods and channels
  • Oversee the entire data collection process, manage collected data into analyzable forms, and conduct data analysis to generate new insights
  • Apply qualitative techniques (key informant interviews, focused group discussions, social mapping, etc.) where relevant
  • Conduct qualitative data analysis using appropriate tools and techniques, and transform them into publishable end products.
  • Use visualization tools or platforms to present research findings and insights to a wide range of audiences

 

Coordination and collaboration with research entities

  • Lead the development of ToRs, proposal review, and contracting with selected consultant(s) for outsourced research and evaluations
  • Coordinate between the consultant(s), consortium members and implementing partners for the assessments and evaluations
  • Work closely with the consultant(s) to ensure that the outputs from the consultant(s) are in line with the objectives of the study and of high quality
  • Facilitate in conducting the project’s baseline assessment and midterm evaluation
  • Build partnerships with local and international research institutions to strengthen the project
  • Explore locally available data and research outputs that can be used as secondary data

 

Collaboration, learning and adaptation (CLA)

  • Ensure regular documentation of challenges, lessons learned and adaptations in different units and organize them into learning pieces
  • Work closely with consortium members to monitor the mainstreaming of cross-cutting themes into their activities and use relevant scenarios in developing learning briefs
  • Join internal and external meetings to keep track of programmatic changes and align research priorities accordingly
  • Any other tasks assigned by the supervisor and management team

 

Capacity Building and Supporting other Staff

  • Deliver practical trainings to project partners to strengthen their research capacity in close collaboration with the MEAL Managers
  • Explore opportunities to support local partners on their internal evaluations and partner-led research

 

ESSENTIAL SKILLS

  • Must have a master’s degree in Statistics, Research, Public Health, Epidemiology, Governance & Public Administration or Development Studies
  • At least 5 years of experience working in monitoring, evaluation, research or learning for humanitarian or development projects
  • Experience in data collection, statistical analysis, quantitative and qualitative research, and dissemination of results
  • Experience in designing data collection tools for research and technical skills in data management
  • Competency in research methodology and sampling methods
  • Experience in undertaking research projects in conflict-affected setting is preferable
  • Knowledge of capacity building and community participatory research processes
  • Good communication and interpersonal skills, and the ability to work in a team
  • Ability to develop a good working relationship with local organizations in Southeast Myanmar
  • Effective verbal, written, and presentation skills in English and Burmese
  • Strong multi-tasking and organizational skills
  • Demonstrated willingness to be flexible and adaptable to changing priorities
