ALIGHT, formerly known as American Refugee Committee (ARC) is an international non-profit organization that has provided humanitarian assistance to millions of beneficiaries over the past 40 years. ALIGHT works closely with governments and communities in more than ten countries around the world, helping people access basic services, and regain control of their lives after conflict, displacement, and natural disaster. In the health sector, ALIGHT provides an essential package of primary, reproductive, maternal, and child healthcare services in several refugee camps along the border with Myanmar, providing supplies, training, and supervision of refugee staff, along with community-based education. In the Southeast Asia, ALIGHT is implementing Global Fund funded projects in Thailand and Myanmar. ALIGHT is also a host of the CSO platform (previously known as Malaria Free Mekong), which is a network of more than 60 Civil Society and Community Organizations in the Mekong. CSO platform provides technical support, advocacy, and common space for its partners and community to share information and data focusing on health equity and inclusiveness. CSO platform is implementing GF RAI4E Malaria projects in the Mekong with the support of PR-UNOPS.

 

PRIMARY PURPOSE OF THE POSITION

The MEAL (Monitoring, Evaluation, Accountability, Learning) Officer is responsible for preparing monitoring and evaluation planning and implementation of the platform activities including developing a monitoring guide, data collection and verification templates, analysis, and M&E capacity strengthening under the CSO Platform activities.

Collaboration and close coordination with partners and local communities is essential to obtain regular field data and verify them. The officer is responsible for gathering evidence, and analyzing them for CSO Platform advocacy and information sharing. Ensuring quality and timely implementation of the platform's M&E plan, analysis of data and dissemination is essential. The MEAL Officer will also be responsible for planning and facilitating learning and data collection visits to donors, partners, and RSC CSO representatives.

 

PRIMARY DUTIES/RESPONSIBILITIES

Technical and Systems Development

  • Development of Malaria CSO Platform's project Monitoring and Evaluation Plan (including the development of relevant M&E indicators on GEDSI, CLM, and PSEAH).
  • Develop appropriate project data collection and evaluation tools and templates including to collect data on GEDSI, CLM, and PSEAH.
  • Develop and implement training on M&E and data for partners.

 

M&E Implementation

  • Provide technical guidance and oversight to partner in the data collection, analysis, and feedback activities;
  • Coordinate design and implementation of project surveys including; rapid assessments/situational analyses, baseline studies, special studies, and other implementation research activities;
  • Collect qualitative and quantitative data from the communities and analyze them to share with partners, this includes GEDSI data, testimony, project stories, and updates.
  • Prepare reports and community stories regularly and disseminate them to platform partners.
  • Conduct periodic supervision visits to review data quality and analysis and dissemination at the local, national, and regional levels.

 

Programme Management

  • Overall management of project data, making sure of timely achievement of key indicators, reporting, and feedback processes.
  • Participate in various meetings and conferences and share information and evidence from the project.
  • Support to management planning and decision-making processes by availing all the project data and information required.
  • Work closely with the project team to prepare quarterly annual and other reports as may be required.

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • A professional degree in the relevant field is required (public health, epidemiology, development studies, etc). A master's degree in health/public health/ is ideal.
  • Experience with malaria and/or infectious disease control and prevention.
  • Minimum of 2 years experience in a developing country, GMS experience is a plus.
  • Demonstrated experience in using log-frames, setting M&E systems, and project cycle management.
  • Strong data analysis (qualitative and qualitative) and report writing skills.
  • Excellent English writing and analytical skills.
  • Excellent MS Office skills including Word, Excel, Canva, and Access database.

This is a local position, priority will be given to qualified Thai applicants. However, we accept applications from any qualified nationals who are based in Thailand.
