5. POSITION TITLE: PRO Development Assistance Specialist (Monitoring, Evaluation and Learning), FSN-11
6. MARKET VALUE: THB 1,366,876 – 2,392,029 per annum equivalent to FSN-11 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.
7. PERIOD OF PERFORMANCE: Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.
8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.
9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.
10. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.
11. STATEMENT OF DUTIES
11.1. General Statement of Purpose of the Contract
The USAID Development Assistance Specialist (Monitoring, Evaluation, and Learning (MEL)) is a member of the Gender and Inclusive Development (GID) and MEL Team in the Program Office (PRO), U.S. Agency for International Development (USAID), Regional Development for Mission Asia (RDMA). The Specialist will collaborate with the Senior MEL Specialist to provide MEL services to RDMA and to coordinate MEL activities with implementing partners (both local and international). Key areas of responsibility for the MEL Specialist include managing information management systems (IMS) for RDMA’s performance management information in both database and mapping formats to improve coordination, collection, management, analysis, and use of performance management data.
In addition, the MEL Specialist works with RDMA technical offices to ensure data quality, support the use of data for performance management and monitoring of USAID-funded programs, design and coordinate performance and impact evaluations, and support key annual RDMA reporting and learning processes, such as the preparation of the Performance Plan and Report (PPR), and annual portfolio reviews. The MEL Specialist will integrate knowledge management and organizational learning (KMOL) and collaboration, learning, and adapting (CLA) into RDMA processes. The MEL Specialist also serves as a Contracting Officer’s Representative (COR) or Alternate COR for individual evaluation contracts or services.
11.2. Statement of Duties to be Performed
A. PERFORMANCE MONITORING: 50%
- Manages and leads RDMA’s use of an information management system (IMS) to support performance management. Provides guidance and oversight of system utilization to all users. Tracks RDMA compliance with IMS reporting and conducts follow-up to ensure timely reporting of accurate data. S/he provides technical support and training to technical teams and partners. S/he utilizes data from IMS to produce monitoring and analytical reports, including periodic stocktaking aimed at informing management decisions. S/he serves as RDMA interlocutor with the IMS USAID/Washington support team for performance management and leads or takes part in providing feedback to USAID/Washington to address necessary programming modifications and provide field-based experience on utilizing the IMS to drive system improvements.
- Supports the development of project and activity level performance monitoring plans by reviewing RDMA’s internal project and activity design documents, drafts scopes of work and program descriptions, and implementing partner draft MEL plans. Makes recommendations to strengthen MEL plans based on MEL best practices, ensures the inclusion of USAID-required indicators, and ensures that activity and project-level monitoring feeds into the RDMA Performance Management Plan (PMP).
- Leads the compilation of monitoring data for the annual PPR, ensuring data quality and preparation of required narratives justifying performance deviations from targets. Supports the preparation of other periodic reporting requirements (such as annual internal and/or external portfolio reviews, or the preparation of annual progress reports).
- Supports and advises technical teams to develop and/or conduct annual updates to the RDMA PMP to ensure that it provides information needed to assess performance and inform learning in accordance with USAID guidance on collaborating, learning, and adapting (CLA).
- Supports the implementation of RDMA portfolio reviews for each technical and/or Development Objective team. Helps conduct training and capacity building for RDMA and implementing partner staff as needed to prepare for internal and/or external portfolio reviews.
- Leads the coordination of the RDMA site visit calendar and carries out field visits to monitor activities of implementing partners and assess progress as appropriate. Ensures that all COR/AORs are conducting site visits as stated in the RDMA MEL Mission Order.
- Leads the coordination of Data Quality Assessments (DQA) and supports RDMA and partner staff to conduct DQAs as required. This may also include conducting capacity building/training sessions for RDMA and partner staff on how to conduct a DQA.
- Works with the Development Outreach and Communications team to provide performance data for information products, and proposes success stories, based on data analysis, the results of evaluations and special studies, site visit reports, and results of evaluations and special studies.
- Participates in MEL, data, and Geographic Information System (GIS) committees, working groups, networks and forums related to indicator harmonization, information/data management systems, data quality, and other key issues related to performance management.
- Supports the implementation of RDMA’s GIS Action Plan. Provides guidance to partners on GIS required data collection aspects for improved project management and monitoring. Provides and coordinates mapping support to technical teams.
- Provides technical assistance to RDMA staff to ensure integration of MEL and GIS processes and results in the IMS. Identifies gaps and means to resolve issues, reviews, and provides input on data requirements, reporting and analysis.
B. KNOWLEDGE MANAGEMENT AND ORGANIZATIONAL LEARNING (KMOL) AND COLLABORATING, LEARNING, AND ADAPTING (CLA): 35%
- Champions KMOL and CLA to strengthen RDMA capacity in these areas. Devises, advocates for and supports learning from strategic and practical approaches to use USAID’s knowledge and influence to achieve progress toward development objectives. Strengthens local capacity in knowledge management, evidence use, and organizational learning.
- Contributes recommendations to RDMA’s efforts to integrate KMOL and CLA throughout programs and operations and supports implementing partners in doing so. Uses knowledge of the Agency’s business processes and technical knowledge hubs to leverage existing or develop and implement new systems and processes to enhance agency-level knowledge management and organizational learning practices.
- Assists with developing and maintaining processes and capacity in KMOL and in CLA. Supports integrating CLA into program design, management, and assessment. Supports adapting (as relevant) and implementing USAID knowledge retention and continuity processes as staff rotate onto and off teams, and funding mechanisms start up and close out. Supports efforts to strengthen the conduit between USAID programs and hubs of technical knowledge, experiential insight, and contextual awareness.
- Supports learning from strategic and practical approaches to using USAID’s knowledge and influence to achieve progress toward development objectives, and to strengthening local capacity in knowledge management, evidence use, and organizational learning. Assesses and recommends practices to strengthen USAID’s institutional culture, processes, and resources to support and enable these practices.
- Participates in the Washington CLA Community of Practice and in the KMOL network and shares learning.
- Develops training modules and workshops that help employees learn essential CLA skills. Assesses the skill level of current employees, creating effective CLA training materials, and delivering training programs. Maintains regular contact with senior leadership, to ascertain the needs of the organization. Delivers training to individuals or group settings in person or virtually.
- Serves as the RDMA Data Steward.
C. EVALUATION: 15%
- Leads RDMA efforts to manage evaluation activities through all stages of the evaluation process to include: designing and drafting scopes of work; selecting contracting mechanisms and participating in the selection of contractors that best suit activity objectives; chairing and participating in evaluation selection committees; supervising outside teams of technical experts; participating in evaluation execution and final report writing; reviewing evaluation deliverables in accordance with USAID’s evaluation policy and standards; and resolving issues that arise.
- Serves as a Contracting Officer’s Representative (COR) for individual evaluation contracts and for other learning, assessments, analysis, and services.
- Supports the development of post-evaluation action plans and dissemination of evaluation findings in accordance with ADS guidance. Collaborates with RDMA staff to ensure that evaluation findings and lessons learned are utilized in procurements and inform ongoing decision-making at both operational and strategic levels in accordance with Agency CLA guidance.
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
11.3. Supervisory Relationship
This position reports to the GID and MEL Team Lead in the Program Office or his/her designee.
11.4. Supervisory Controls
Full supervision of other USAID staff is not contemplated.
II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education: A bachelor’s degree in public/business administration, social sciences, or other relevant fields is required.
2. Experience: At least five (5) years of progressively responsible professional experience in the design, negotiation, management, and implementation of development activities, with a focus on program monitoring and evaluation, is required. Specialized training and/or experience in monitoring and evaluation techniques is required. Experience may also include academic or analytical research, reporting and/or project design and implementation, project management. Experience working with information management systems to collect and analyze data (e.g., MapInfo, ArcGIS, MS Excel, or Tableau) is required.
3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.
SELECTION PROCESS:
To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2.
