Mission and objective
UNCDF inclusive digital economies practice area has been working in Asia focusing on key priority countries such as Bangladesh, Nepal and Myanmar. Through the work in financial inclusion and digital financial services UNCDF has benefited over 9 million clients. UNCDF portfolio in Asia currently focuses on a variety of sectors such as Ready Made Garments (RMG) workers financial health, remittances, green finance, agriculture value chains among others.
UNCDF has been present in the Pacific since 2008. From 2008 to 2020, together with UNDP, UNCDF implemented the Pacific Financial Inclusion Programme (PFIP). The PFIP played a leading role in bringing about profound changes in the market, which resulted in almost 3Million pacific islanders accessing financial services. The success of the PFIP helped position UNCDF as the agency with a wide network and extensive knowledge on financial, digital financial and digital services and products, and today our flagship programmes in the Pacific include:
The Pacific Digital Economy Programme (PDEP) which is implemented with UNCTAD and UNDP, aims to support the development of inclusive digital economies in the Pacific addressing the impact of COVID-19 and at the same time leveraging its catalytic capacity.
The Pacific Insurance and Climate Adaptation Programme, implemented with UNDP, aims to improve the financial preparedness and resilience of Pacific islanders towards climate change and natural hazards.
The STREIT programme, a partnership with FAO, UNDP, ILO and ITU and that aims to support rural entrepreneurship, investment and trade in Papua New Guinea (PNG).
The portfolio across the region identifies and promotes the deployment of blended finance instruments to lower the upfront capital and/or reduce the investment risk for the private sector. For example, UNCDF is supporting Coral Reef Preservation in Fiji and PNG though our partnership with the Global Fund for Coral Reefs and the issuance of the Blue Bond in Fiji, a project implemented in partnership with UNDP.
Context
The services of an Operation Support officer are required to support the various initiatives on Inclusive Digital Economy for Asia on procurement, finance, HR management, logistics and workshop arrangement as well as the administrative assignments to ensure successful implementation of project activities.
Task description
A. Procurement support to the project under IDE Asia and Pacific
Support procurement of supply and services, reviewing specifications, collecting price offers from international and national suppliers and consolidating selection reports;
Monitor and manage all contracts with compliance according to PoPP
B. Financial management support to the project under IDE Asia and Pacific
Prepare payment package to the Office of Finance and Management Services (OFMS) focal point and monitor payment status until completion of payment.
Support budget preparation, monitoring and financial reporting exercises;
Populate budget revision for project activities according to AWP and Year End Closing
Advise teams on proper budget management and lead on the efforts of timely closing projects
C. Programme management support to the project under IDE Asia and Pacific
Support donor/partner agreement update, donor/partner report, quarterly report, tranche request/disbursement and agreement amendment or closure.
Manage any required Amendment of Donor agreements and advise teams on actions to be taken in Quantum
Support with updates for program activities, provision of inputs to various online databases, worksheets, presentations
Monitor, catalogue, and update regularly the project database and filing;
Support and maintain good relationship among project team members, partners, stakeholders; and
Perform other office duties.
D. Event and logistic support to the project under IDE Asia and Pacific
Supporting the organization and coordination of workshops, conferences and inter-organization meetings including organizational and logistical support to the national and/or regional events, developing tracking tools for events, prepare budget projections, communication with internal and external clients, prepare invitation letters, facilitate and participate in the events, note taking and drafting the discussions
Results/expected outputs:
The services of an Operation Support officer are required to support the various initiatives on Inclusive Digital Economy for Asia and Pacific on procurement, finance, HR management, logistics and workshop arrangement as well as the administrative assignments to ensure successful implementation of project activities. The project expects the below outputs for this assignment.
• Completion of procurement process for individual contract and company contract as requested by the project including extension, amendment and termination process.
• Weekly report for on-going contracts with UNCDF IDE Asia and Pacific
• Submission of payment package to the Office of Finance and Management Services (OFMS) focal point.
• Project budget and expenditure report every 2 weeks for IDE Asia and Pacific with expenditure investigation.
• Programme Budget for 2024 updated with necessary reporting and revisions updated in Quantum
• 2025 budget prepared and updated in Quantum after necessary approvals
• Financial Donor Reporting as per signed Donor agreement for IDE Asia and Pacific
• Monthly update on donor agreements requirements and tranches disbursement
Nationality
Candidate must be a national or legal resident of the country of assignment.
Require experience
5 years of experience in program operation support;
Minimum 5 years of hands-on experience in procurement, budget planning and reporting, HR management, administrative as well as logistic and workshop arrangement;
Experience with ERP and other finance management systems is mandatory
Experience with UN system is an advantage
Excellent computer literacy (e.g. MS Excel, Word, PowerPoint)
Programme management and operation related certifications are a plus
Languages
English, Level: Fluent, Required Thai, Level: Fluent, Required
Required education level
Bachelor degree or equivalent in administration, Human Resources, Finance or operations.
Living conditions and allowances
As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
Benefits and Entitlements:
The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
Monthly living Allowance (per month) is around 47,500 Thai Baht
Entry Lump Sum (one-time payment) USD 400
Exit Allowance (for each month served paid on completion of assignment) THB 3958.92
Medical and Life Insurance Coverage Leave entitlements:
Annual leave: 2.5 days accrued per calendar month
Certified sick leave: 30 days

Learning leave: 10 working days per consecutive 12 months
Maternity Leave: 16 weeks
Paternity Leave: 10 days
