Program Development Officer

Full-Time Based in Chiang Mai, Thailand

 

Background

The United States Agency for International Development (USAID) requires implementation support to establish and manage the Community Resilience Program (CRP). This program is based in Chiang Mai, Thailand to support activities that will sustain and strengthen community resilience in the region.

 

About the Role

CRP is seeking a Program Development Officer (PDO) to support all aspects of program development and implementation, while staying apprised of the evolution of the local political, legal, social, and economic context, and how to continuously adapt the program.

The PDO will report to the Senior Program Advisor.

 

Responsibilities:

Activity Development

  • Closely monitors political, social, stability, and other developments within area of responsibility to inform program strategy, partner selection, and activity development; shares information widely and rapidly to build shared situational awareness and program contextual understanding 
  • In close partnership with field officers, leads program development in a discrete geographic area 
  • In close partnership with field officers, identifies potential partners through networking and outreach, and work with them to design and develop grant concepts 
  • Prepares, presents, analyzes, and evaluates activity concepts to ensure consistency with program priorities, goals, and objectives.
  • Communicates widely through the grants management unit (GMU) to ensure robust shared situational awareness; actively engage peers and colleagues in development process and provide continuous feedback to team members 
  • Consults with other program members in the development of activities to ensure sound design, incorporating lessons learned, aligned with programmatic objectives and ensures activity implementation plans are realistic and feasible.
  • Provides input into activity monitoring, evaluation, and learning (MEL) plans in coordination with the MEL officer
  • Updates team members and the senior management team on the status of pending activities under development in coordination with other team members
  • Participates and provides input into the development of the program strategic framework

 

Activity Implementation   

  • Provides technical input/oversight during activity implementation to ensure the activity adheres to the original design and objectives 
  • Works closely with the GMU team, MEL officer, and members of the senior management team to improve implementation processes throughout the program.
  • Coordinates with relevant staff to use, maintain, and upload weekly updates to the online systems in a timely manner, and ensures that activity data is accurate and complete.
  • Coordinates closely with programmatic staff and senior management team to support security of persons, information, and goods directly related to the implementation of individual activities.
  • Supports partner capacity building as required and ensures accuracy of technical specifications for in-kind procurements
  • In partnership with the MEL officer, develops final evaluation reports that captures key achievements, lessons learned, and recommendations for future programming.

 

Qualifications and Skills:

  • Bachelor’s degree in development, social sciences, or related field required
  • A minimum of five (5) years of pertinent professional experience 
  • Demonstrated analytical ability and understanding of local and regional contexts, with the ability to think creatively in conceptualizing strategic activities. Up-to-date understanding and knowledge of the political environmental and social conditions of Myanmar.
  • Ability to assess capabilities of prospective partners, including community-based organizations working in area of responsibility
  • Experience with activity design, as well as development and management of projects, involving activities at either the community or national level
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program   
  • Working proficiency in office computer applications, including MS Word, and Excel  
  • Fluency in Burmese required and/or one of the Ethnic Nationality languages preferred
  • Fluency in written and oral English required
