ABOUT THE POSITION
3.a Roles and Responsibilities
As part of the Management Team, the Programmes and Advocacy Manager is responsible for the overall functioning of the Programmes and Advocacy Unit, executing projects, maintaining external relationships, and building new strategic partnerships in supporting APCOM’s sustainability.
The position holder shall foster a culture of openness, learning, compliance, accountability, and ensuring the impact of our projects. The person must be courteous and have a professional approach towards staff, and external stakeholders. The Programmes and Advocacy is also the lead for the Programmes and Advocacy Unit and will be responsible for supervising the staff within the Unit.
3.b Managing the Programmes and Advocacy Unit
- Manage the staff as supervisor, and responsible for ensure effective project implementation and reports to relevant stakeholders
- Identify and implement good practices to improve internal systems and policies, with a focus on future needs of APCOM, its Programmes and Advocacy Unit staff, country partner organizations, and other stakeholders
- Liaise with consultants for project-related activities and ensure contracts with community partners are followed up with necessary reports and requirements
- Partner with communities to voice their capacity-building needs and link them with potential technical support providers
- Coach, mentor, or train existing or new staff or members of the Programmes and Advocacy Unit based on new systems and policies
- Regularly update the organization’s directory of partners and seek out information on programming and interventions at the country, regional and global levels
- Support the Programmes and Advocacy Unit Head in maintaining accountability and credibility, especially regarding grant management.
- Ensure timely communication and coordination with the Programmes and Advocacy Unit Head and other unit heads.
- Contribute content for APCOM’s newsletter/publications/social media to profile the project deliverables as well as the project partners.
3.c Strategic Direction and Sustainability
- Participate in and contribute to organizational reviews to identify strengths and gaps and evaluate overall effectiveness in achieving APCOM's Strategic Framework
- Offer recommendations based on lessons learned from project implementation and emerging regional and global trends in funding and advocacy
- Lead, participate, and contribute to fund mobilization efforts by proposing innovative project ideas or identifying advocacy or intervention gaps where APCOM can make and sustain impact
3.d Partnership Building and Strengthening
- Manage, maintain, and explore partnerships with the UN and other multilateral organizations, development partners, donors, governments, businesses, INGOs, NGOs, community-based organizations at country, regional, and global levels
- Represent APCOM on various national, regional and global platforms and public venues as required
- Work closely with the Management Team to build and maintain strong client relationships with APCOM’s stakeholders
- Supporting the Executive Director in external activities and events led by APCOM, such as meetings and seminars
- Lead or support efforts to establish and strengthen APCOM’s network base of community-led organizations at the regional and country level
- Represent APCOM in meetings, technical working groups, and conferences on research and strategic information, demand generation and behavioral change communications, human rights and SOGIESC, and capacity building and technical assistance
- Grow and leverage these relationships and partnerships to contribute to APCOM's strategic direction
3.e Communications and Learning
- Develop and contribute content to promote APCOM’s projects, activities, and community partners in monthly newsletters, social media platforms, and e-list serves
- Establish and maintain regular and effective relationships with communities, key populations, civil society organizations, technical institutions, and relevant stakeholders at country, regional, and global levels
- Responsible for the production and launch of reports from the projects, annual report, and conference/workshop
- Conduct monitoring and evaluation of the projects for learning, and improvement of how we deliver projects, stakeholder engagement, and communication

KNOWLEDGE AND SKILLS REQUIREMENTS
Education
- Preferably an advanced degree in development studies, gender studies, social sciences, political sciences, or related fields with a focus on public health, gender studies, human rights, and/or social inclusion. Relevant work experience may be considered in lieu of an advanced degree.
Experience, Skills, and Knowledge Required

Minimum of five years of experience in a manager position, and demonstrated supervisory role
- Experience working with non-profit organizations, especially in health, human rights, gender equality, HIV, SRHR, and LGBTQI issues.
- Experience in working on multi-country/regional projects/programmes on global health (such as PEPFAR, Global Fund) and/or LGBTQI human rights.
- Ability to build partnerships, develop programmes/projects, grant writing and mobilize resources.
- Capability to work in a multi-cultural and international environment with mutual respect and tolerance.
- Excellent judgment, discretion, and tact in handling sensitive issues.
- Experience in developing complex programmes, collaborating with multiple stakeholders, and resource mobilization is an asset.
- Proficient written and oral communication skills in English; other Asian languages are advantageous.
- Strong organizational and task management skills with attention to detail and the ability to prioritize work under tight deadlines.
- Ability to manage multiple workflows simultaneously.
- A team player with a positive, enthusiastic, and self-motivated attitude.
