Position Summary:

Pact is recruiting a Finance and Grants Manager for the Asia Investigative Reporting (AIR) Network Activity under the USAID Civil Society and Media – Strengthened Together and Advancing in New Directions (CSM-STAND) Leader with Associates Award (LWA). The AIR Network Activity is managed by Pact and implemented in partnership with the International Center for Journalists (ICFJ) using a one-team management approach built on close collaboration and robust collaborating, learning, and adapting (CLA) and Adaptive Management principles. 

The AIR Network is facilitating the formation of a locally led investigative journalism network that fosters cross-border collaboration among journalists and civil society in Southeast Asia. The goal of the AIR Network is to increase availability and access to high-quality cross-border investigative reporting and to increase resiliency of the investigative journalism sector, resulting in greater awareness, action and accountability on crime and corruption by governmental and civil society actors. To contribute to this goal, the Activity is organized into the following objectives:  

  • Objective 1: Locally led investigative journalism networks are supported and strengthened 
  • Objective 2: Investigative reporting has enhanced engagement, is amplified through relevant channels, and delivers impact 
  • Objective 3: More proactive, comprehensive approaches to safety and security for journalists are developed and advanced 

Reporting to the AIR Network Chief of Party, the Finance and Grants Manager is responsible for overall financial management of the project and grants management and administration. The Finance and Grants Manager will draft program and activity budgets, monitor use of financial resources and expenditures, and prepare financial reports. S/he will oversee all aspects related to the management of subgrants. This will require close collaboration with Pact DC to ensure compliance with Pact and the funder guidelines. S/he will ensure that the implementation of financial and grants policies is in line with USG regulations and Pact policies.

 

Essential Duties and Responsibilities

  • Ensure that all transactions are recorded in accordance with Generally Accepted Accounting Principles (GAAP) supported by relevant and verifiable source documents
  • Administer the full cycle of subaward management activities, from planning through selection, pre-award assessment, negotiation, monitoring / compliance visits, and closeout in compliance with funder and Pact requirements.
  • Use Pact’s subaward management system (Salesforce) and accounting system (Serenic Navigator) for subaward issuance and management. Ensure that all required documentation is available and stored as per Pact policy.
  • Prepare monthly financial report and supporting narrative on current project status, and document the monthly review of the financial performance of those activities under his/her oversight (including monitoring cash balances, subaward activities, and reviewing receivables and accrued liabilities)
  • Review Purchase orders, Purchase Requisitions, Journal entries and other accounting transactions into BC NAV (ERP system) according with a granted profile.
  • Review monthly payroll for all Pact Thailand staff supporting AIR Network. Ensure the complete and accurate allocation of staff salary and eligible benefits to each individual staff and project.
  • Prepare AIR Network’s cash flow forecasts on monthly and quarterly basis and planning for timely preparation and replenishment for partners and others ensuring proper management of cash flow.
  • Review the Project Status Reports (PSRs) on a monthly basis, and provide the Chief of Party, the Program Management & Advocacy Advisor, and other relevant stakeholders with up-to-date financial status information and pipeline projections to ensure that project spending is in line with the budget and workplan.
  • Ensure that project systems for grants are maintained and that regular reports are provided to Pact headquarters or to the funder as required.
  • Support project reporting, including quarterly and annual reports.
  • Coordinate review of financial and audit reports; and
  • Perform other duties as assigned.

 

Minimum Requirements:

Education and Experience:

  • Master’s degree in a related field, such as project management, business administration, finance, or accounting.
  • At least 7 years’ experience of relevant experience.
  • Experience with USG project management and managing the finances of USAID-funded programs.
  • Experience drafting and managing performance-based subawards; and
  • Strong interpersonal (verbal and written) communication skills.

Preferred Qualifications:

  • Professional-level English language skills (written and oral).
  • Experience with accounting software such as Serenic, Navigator, ERPs, ACCPAC, or others.
  • Preference for Thai nationals.
