PROGRAM OFFICER
About AHF:
Headquartered in the US with its Asia regional office in Cambodia, AHF Thailand is a non-profit organization that strives to strengthen testing, medical treatment and advocacy for people living with HIV/AIDS. Established in 2012 as a Thai foundation, AHF Thailand provides community-based HIV rapid testing services, improves quality of life for PLHIV through linkage to medical care through partnerships with local CBOs and government facilities, raises awareness safer sex practices and HIV and advocates for better services and equality. To accommodate the country program expansion, AHF Thailand is looking for a Thai national to fill the position of Program Officer.
Position Summary:
Reporting directly to the Country Program Director, the Program Officer supports the team in the overall implementation of the country program. This includes program management, prevention and testing, monitoring and evaluation, as well as marketing and advocacy. In particular, the Program Officer ensures timely and quality implementation of all activities under the approved annual workplan, strategizes new initiatives to ensure successful implementation, analyzes achievement against targets and expenditure burn rates and trouble-shoots where necessary. The Program Officer assists the team in strengthening partner relations through periodic oversight and supervision and explores new partnership opportunities. As part of the program team, the Program Officer assists the Senior Program Officer and the M&E Assistant in improving quality of care at AHF-supported facilities based on regular performance analysis. Additionally, s/he assists the team in enhancing AHF’s brand awareness and visibility through the implementation of marketing activities, and the employment of marketing activities to strengthen program and advocacy efforts.
ESSENTIAL DUTIES AND RESPONSIBILITES:
Program Management:
- Assists the program team in the oversight of overall country workplan implementation.
- Strategizes implementation of key activities and new initiatives.
- Assists the program team in analyzing budget expenditure against target achievement.
- Assists the program team in synchronizing program, marketing and advocacy activities.
- Maintains regular communication with partner sites.
- Conducts program orientation and supervisory trips to monitor progress.
- Manages risks and ensures timely trouble-shooting where needed.
- Assists the team to develop the annual country workplan.
- Participates in AHF meetings and call conferences, as may be required.
Prevention and Testing:
- Supports the team in implementing and improving the country program’s prevention activities, strategizing targeted outreach testing to maximize testing outcome.
- Coordinates with the assigned selected sites on a regular basis to monitor, revise and improve testing among high-risk populations.
- Assists the program team in strengthening targeted online testing promotion.
- Develops new testing strategies, both online and offline, to enhance targeted testing performance at AHF’s supported sites.
- Analyzes all testing activities on a regular basis to inform programmatic improvement.
- Assists in the promotion of other relevant testing i.e. cervical cancer screening, TB, etc.
Monitoring and Evaluation:
- Coordinates the collection, collation, validation, verification and reporting of key country program indicators for all assigned supported.
- Assists the country team to conduct periodic data audits and data quality assessments with the various data managers.
- Assists the country team to develop quality assurance system for all levels: from data collection and transmission, to data entry and analysis.
- Supports AHF Thailand’s key partners to ensure that the program’s M&E activities are integrated, meaningful and achievable.
- Identifies and implements required interventions to ensure data quality and efficient data collection at site level.
- Develops good working relations with other data staff and partners to ensure that M&E remains a high priority in the country program.
Marketing:
- Assists the team in implementing and monitoring marketing strategies in line with the organization’s priorities to promote public awareness/engagement, brand visibility, service referral and behavioural change.
- Assists in the design and implements campaigns to expand AHF Thailand’s target audience reach, especially youth\MSM\sex workers\HIV+ groups, with particular focus on condom promotion, rapid testing, etc.
- Assists in the design of effective prevention messaging for dissemination.
- Assists with AHF press conferences and media events.
Advocacy:
- Provides analysis of situations and advocacy priorities, as may be needed.
- Supports the team in aligning country advocacy activities with AHF’s priorities.
- Assists the team in all advocacy activities, both at organization’s and site’s levels.
- Engages with new partners to cultivate strategic partnerships to leverage advocacy opportunities, in particular, relevant governmental agencies.
- Assists in relevant research initiatives in support of AHF’s advocacy efforts.
- Establishes synergies between advocacy and marketing activities.
Other Duties:
- Represents AHF at provincial and relevant meetings, as may be required.
- All other duties as may be assigned by the Country Program Director.
Education and Experience:
- Bachelor degree in any related field
- Minimum 10 years of work experience with at least 5 years related to HIV/AIDS
- Practical experience and skills in outreach and testing
- Experience in monitoring and evaluation desirable
- Familiarity with social media and experience in coordinating marketing events preferred
- Preferably with previous experience in managing HIV/AIDS/STI program / project
- Experience working with community-based organizations and healthcare facilities highly desired
Computer / Software Skills and Abilities:
- Proficiency with the Microsoft Office – Word processing, databases, spreadsheets, presentation software, internet research and electronic mail
- Ability to prepare graphs and charts
Language Skills:
- Working English communication required
- Ability to write reports and business correspondence
Other Skills & Abilities / Qualifications:
- Familiarity with HIV / AIDS situation in the country
- Willing to travel to project sites
- Flexible, proactive and able to organize work independently and as part of a team
