Originally founded as the Regional Institute of Higher Education and Development in Singapore in 1959 and established in Thailand in 1993 as a Regional Centre of the Southeast Asian Ministers of Education Organization (SEAMEO), SEAMEO RIHED is the SEAMEO Centre specialising in higher education and development. Our mission is to foster the efficiency, effectiveness, and harmonisation of higher education in Southeast Asia through system research, empowerment as well as the development of mechanisms to facilitate sharing and collaboration in higher education. Our Centre plays a crucial role in the capacity building of the 11 SEAMEO member countries in the field of higher education and responds to a variety of needs with activities to support the policy, planning, administration and management of higher education.

2 positions of Programmme Officers

 

 

Main duties and responsibilities:

  • Developing programmes and drafting concept papers and project proposals;
  • Coordinating with relevant stakeholders, including academia, high ranking and senior government officials, international organizations, embassies, and higher education institutions in Southeast Asia and beyond;
  • Organizing and facilitating meetings/workshops/seminars and other appropriate events in coordination with relevant partners;
  • Drafting minutes of meetings and other relevant tasks as required;
  • Providing secretariat assistance to networks that SEAMEO RIHED may support;
  • Producing and designing publications and digital media presentations and showcases;
  • Conducting research on assigned topics relating to higher education and development
  • Other tasks at the request of the Centre Director and/or Programme Director, or as assigned.

 

Qualifications:

 

To apply, you must satisfy the following requirements:

 

  • Age between 25-35 years;
  • Master’s degree in Political Sciences, Social Sciences, International Education/Relations, English Literature, Economics or related fields;
  • Minimum of three-years work experience with programme/project development and its implementation;
  • Thai Nationals and Nationals of other SEAMEO Member Countries are encouraged to apply;
  • Excellent oral and written communication skills in English;
  • High-level interpersonal, negotiation and communication skills, including experience in

cross-cultural environments and international settings;

  • Ability to develop and maintain sound working relationships with government representatives, public and private sector organizations and other stakeholders;
  • Ability to work efficiently under pressure and willingness to take on different projects and tasks as need arises;
  • Commitment to teamwork and collaborative work practices in a multi-cultural environment;
  • Knowledge and understanding of the Southeast Asian region and a clear understanding of higher education and development, international organizations and policy-making process is a plus;
  • Experience working for income generating activities and fundraising project is strongly desirable;
  • Proven ICT skills with proficiency in the use of MS Office (Word, Excel, Powerpoint, etc.);
  • Proficiency in graphic design programmes, such as InDesign, Illustrator, Photoshop and/or video making-editing programmes is a plus;  and
  • Willing to travel to assigned destinations.

 

Remuneration: The successful candidate will be offered an attractive remuneration package (a range of salary to be 23,000 - 35,000 baht, with tax exemption, depending on candidate's qualification and previous experiences), which includes an allowance, benefits, as well as international exposure and travel.

 

Duty station: Bangkok, Thailand (office located near Phayathai BTS Station)
