How can you make a difference?

Under supervision of Chief Education, this position is required to lead on achieving planned results and contributing to the agreed outcome:  By 2021, children aged 0-5 are progressively cared for through quality integrated ECD services and in protective and nurturing family environments.  The leadership of the ECD programme in Thailand will require technical expertise and or work experience within multiple  domains of policy development and engagement, early learning, child care, nutrition, and protection, service delivery management, and budget and equity analysis. 

 

The Chief of section of Education will provide overall leadership for the Outcome, including strategic direction and partnership development.  The post has a strong inter-sectoral component and will involve working closely with and developing relations with the Ministry of Health and ECD health professionals, advising ECD service providers on nutrition interventions, engaging with the Department of Local Administration on ECD service delivery, and policy advocacy with the ECD steering committee housed within the Ministry of Education. Within UNICEF the post incumbent is expected to work in close coordination with the nutrition officer (under recruitment) and with colleagues from protection, communication for development, social policy, and corporate engagement and private sector fund-raising .

 

Major Responsibilities

1. Support to ECD program development and planning

  • Conduct/update situation analysis and assessments on early childhood development related issues to establish evidence-based data to support holistic policy and program development and coordinated planning, implementation and monitoring of results of ECD related programs/projects.
  • Contribute to the development/establishment of ECD program goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of ECD related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results-based planning (RBM) and monitoring and evaluating results.
  • Prepare required program documentations/materials/data to facilitate the program review and approval process.

 

2Program management, monitoring and delivery of results.

  • Work closely and collaboratively with internal and external colleagues and partners to discuss ECD operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess ECD programs/projects and to report on required action/interventions at the higher level of program management.
  • Monitor and report on the use of ECD program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated ECD program/project reports for management, donors and partners to keep them informed of program progress.

 

3. Technical and operational support to program implementation

  • Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on ECD related issues to support program implementation, operations and delivery of results.

 

4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders across relevant sectors through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on ECD programs.
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support resource mobilization for ECD programs.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of ECD programs/projects and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

 

5. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree in education, public administration/health, nutrition, economics, psychology, sociology, human development, child development, family studies or other social science field is required.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of two years of relevant professional experience in social development planning and management in early childhood development related areas at the international and/or in a developing country is required.  Relevant experience in ECD related areas, program/project development and management in a UN system agency or organization is an asset.
  • Thai Nationality
  • Proficient in Microsoft Office applications including Word, Excel, and PowerPoint.
  • Proven ability to manage complex projects and a track record of success.

How can you make a difference?

Under the general guidance of the supervisor, the Social Policy Officer is accountable for providing technical support and assistance in all stages of social policy programme and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results.  The main focus of technical support and assistance will focus on social protection, with some linkages to other programmes including child poverty, public finance and decentralization.  This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on early childhood development, education, health, child protection, and adolescent development and participation.

 

Major Responsibilities

1. Strengthening social protection coverage and impact for children

  • Supports the development of social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention the most marginalized.  Identifies, generates and presents evidence to support this goal in collaboration with partners in order to help further expansion of key cash transfer schemes for children, including child support grant and disability grant.
  • Supports strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works and social care service as well as complementary services and intervention related to nutrition, health, education, water and sanitation, child protection and HIV.
  • Supports improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results.  Supports the review and development of the Management and Information System (MIS) to accommodate the increased number of beneficiaries of the Child Support Grant.  Engages with partners to plan for next rounds of impact evaluation on the child support grant.
  • Supports capacity building of national counterparts on integrated social protection systems by identifying opportunities, knowledge gaps and development of materials/courses to strengthen the awareness and knowledge on child-sensitive social protection.  Engage with partners on the implementation of the ASEAN Training Center with a focus on social protection. 
  • Supports implementation of the social protection diagnostics and production of background technical papers where related to children, in close collaboration with other UN agencies in coordination with national partners under the Joint SDG Fund on Social Protection.
  • Supports development of the communication strategy and instruments of social protection schemes, particularly the Child Support Grant and the Disability Grant for both the implementing actors and for public, for improved access to the Child Support Grant.

 

2. Improving use of public financial resources for children on social protection

  • Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance to Ministries of Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children with focus on social protection.  Works with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.
  • Supports the identification of policy options for improved domestic financing of child-sensitive social protection interventions for different scenarios to expand the Child Support Grant and the Disability Grant.
  • Undertakes and builds capacity of partners for improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery, including through support to district level planning, budgeting and public financial management as well as facilitating community participation.

 

3. Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social services and social protection.

  • Supports the Government and relevant partners to establish the internal monitoring strategy and reporting of key cash transfer programmes for children with particular focus on the Child Support Grant and the Disability Grant.
  • Where national decentralization processes are taking place, collaborates with central and local authorities to improve policies, planning, budgeting, consultation and accountability processes so that decisions and child-focused service delivery more closely respond to the needs of local communities.  Work with partners to build evidence on community-level services available to children with disabilities.
  • Collaborates with the central and local authorities to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services particularly for children with disability, with emphasis on community participation and accountability.

 

4. Strengthening advocacy and partnerships for child-sensitive social policy

  • Supports correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services and social protection – in support of the social policy programme and the country programme overall.
  • Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals.
  • Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family, particularly on social protection strengthening.

 

5. UNICEF Programme Management

  • Helps manage and coordinate technical support around child poverty, social protection, public finance and governance ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery.  Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF Programme sections, Cooperating Partners, and governments.
  • Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the country programme.  Ensures that the social planning project enhances policy dialogues, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems.

Youth engagement is key to delivering on output 3.4 in the UNICEF Thailand Country Programme:  By 2021, adolescents from selected independent youth groups, networks and the National Child and Youth Council are increasingly aware of their rights to participation, the principles of digital citizenship, and have the skills and opportunities to participate.

The Communication Officer (youth engagement) will develop and manage the youth engagement strategy and implement plans, including developing youth audience insights, designing meaningful touchpoints and engagement initiatives and campaigns, both online and off-line, with special focus on the Adolescent Development and Participation programme priorities and UNICEF Thailand’s advocacy priorities both as stakeholders, advocates, partners, as well as beneficiaries.

 

Major Responsibilities

  • Develop and implement a youth engagement strategy, in coordination with programme/advocacy/fundraising teams, with a vision for growth and retention, which would include engagement tools, platforms, and plans for touch points based on programmatic and advocacy priorities.
  • Develop as part of the strategy set KPIs and M&E framework to monitor progress and apply lessons learned.
  • Work closely with Communication and Adolescent Development and Participation sections on planning and implementing online and off-line youth engagement and participation initiatives/campaigns.

          1) Plan and manage youth engagement activities and other online platforms that are related to UNICEF Thailand’s digital youth engagement                            and participation efforts.

          2) Plan and implement offline activities to meaningfully engage young people in matters that concern and affect their present and future- in line with                UNICEF Thailand’s programmatic and advocacy priorities.

  • Adapt and pilot youth engagement communication initiatives.
  • Work closely with Adolescent Development and Participation section to ensure that young people’s voices from online and offline platforms are included in UNICEF’s programme priorities related to adolescents and young people.
  • Support the deployment and implementation of selected youth engagement and participation initiatives/campaigns from Global/HQ as appropriate and agreed in the office.
  • Work with programme teams on potential integration of online/offline youth engagement and participation strategies such as youth volunteering and youth networks for selected initiatives/campaigns/special events.
  • Identify, build and manage relationships with potential youth celebrities and youth advocates/influencers to promote, amplify and support UNICEF’s initiatives.
  • Identify, build and manage relationship with potential partner(s) for youth engagement and participation, including partners from civil society, foundations, and the UN. 

 

Qualifications of Successful Candidate

  • Bachelor’s Degree or Master’s Degree, ideally in marketing, digital communication, social sciences, international development, or a related field.
  • At least 2 years of project planning and management experience with heavy focus on youth engagement and programming.
  • Proven experience working at all levels of project deployment and at all points of a project life-cycle.
  • Knowledge of various communication and engagement digital tools to effectively provide participation platforms to young people is a plus.
  • Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines.
  • Experience in creating or managing content and communications materials for engaging young people is a strong plus.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
  • Demonstrates, applies and shares expert technical knowledge across the organization.
  • A history of working with local or international NGOs or UN agencies and managing multiple stakeholders, especially youth-related ones is a plus.
  • Fluency in written and verbal English and Thai is essential.

The Communication Officer (volunteer engagement) will help manage UNICEF Thailand’s key engagement activities to support the achievement of advocacy and programmatic goals, grow the volunteering programmes, and to advance UNICEF’s non-financial supporter engagement efforts, by mobilizing a range of constituents in meaningful, engaging activities, instituting a plan of action to integrate volunteer activities with other areas within the organization and external partners; optimize the programme for best-in-class performance; and execute an expansion plan to reach broader people engagement through meaningful engagements throughout Thailand, under the direct guidance of the Advocacy Specialist in the Communication Section and working closely with programme teams.

 

Major Responsibilities

The incumbent will be responsible for building and rolling out a concrete plan of action to grow and deepen the individual engagement of UNICEF supporters in Thailand, including managing the day-to-day operations and optimization of the volunteer programme, as an integral component of the supporter experience, and in alignment with programmatic goals and advocacy initiatives.

Working with internal stakeholders and external partners, the incumbent will generate and promote activities for individual supporters, with primary focus on volunteers, to join and promote, in turn influencing the outcome of UNICEF’s programmatic and advocacy priorities.  She/he will also work with external partners to cross-promote engagement opportunities.

In addition, the incumbent will leverage marketing and data analytics skills to study and influence supporter behaviour, creating segments with bespoke strategic engagement plans to deepen volunteer/supporter affinity and participation in UNICEF’s work in Thailand.  

As such, the accountabilities are divided into three work streams:  Integration, Optimization, and Expansion.

Programme Integration

  1. Develop a volunteer engagement plan, with clearly defined target groups, insights, success indicators, growth targets, journeys and engagement opportunities, action plan with clear timeline and responsibilities, in close coordination with programme teams and communication team members.
  2. Organize and implement volunteering opportunities and activities that positively impact priority outcomes, working cross-functionally to drive results.
  3. Deepen and grow collaboration with external partners, including NGOs, private sector, and government agencies to create mutually beneficial working models.
  4. Manage and grow the UNICEF Volunteer Leader program as a supporter scaling mechanism, in partnership with key communities and increasing self-initiated activities in support of UNICEF agenda
  5. Integrate with newly available tools and frameworks – to enhance the supporter experience and maximize engagement opportunities, e.g. Salesforce.
  6. In collaboration with the CRBP team, develop and implement a plan for corporate employee volunteering initiatives and opportunities which contribute to programmatic, C4D, and advocacy objectives.

Programme Optimization

  1. Leverage data mining and marketing tools to segment existing supporter base into discrete segments.
  2. Develop compelling marketing content that capture the hearts and minds of discrete segments from existing and potential supporters.
  3. Collaborate with the Private Sector and Fundraising team to create integrated supporter journeys through the use of analytic tools and principles that serve a clear path toward new supporter acquisition and increased participation of existing base into more volunteering, advocacy and donations.
  4. Help position the supporter programme as a leader in the marketplace by leveraging key outlets/events and partners.
  5. Establish performance reporting parameters to evaluate campaign effectiveness, ROI, and to highlight optimization opportunities
  6. Propose the development of platform enhancements with service provider, and oversee the management of the platform on an ongoing basis.
  7. Oversee the smooth roll out of supporter engagement activities through the management of all aspects of the value chain, including logistics, managing events, third-party service providers

Programme Expansion

  1. As part of the overall volunteer engagement plan, create a scaling model to increase the number of supporters across Thailand, while ensuring that investments are maximized, e.g. Volunteer Leaders by region, Corporate engagement programmes, etc.
  2. Assess existing data gaps on non-financial supporters, and provide recommendations for data expansion, e.g. internally by aggregating with other data repositories, and externally by appending market available data
  3. Develop and roll out new models and value propositions to generate broader public participation, e.g. corporate volunteering and advocacy, etc.
  4. Represent UNICEF at external and internal supporter and volunteer-focused events.

 

Qualifications of Successful Candidate

  • Advanced university degree in Marketing, Communications, or other relevant disciplines such as Data Science. **University degree in relevant field and 2 years of direct working experience may be considered in lieu of advanced university degree.
  • At least one year of professional work experience with programme management and/or community mobilization, specifically operating within digital marketing and communications – with preferred experience in leveraging CRM models to execute market strategies.
  • Comfortable working with online platforms, applications and digital media.
  • Demonstrated ability to develop strategic short, and long term plan of action, with clear audience, targets, and activities.
  • Demonstrated ability to work multi-sectorally, to develop plans that require the involvement of multiple internal and external stakeholders
  • Experience working with Salesforce and/or CRM tools a plus.
  • High fluency in English and Thai language.
  • Excellent online communications, writing skills, good listening skills, multi-tasking skills, ability to work individually are common skills expected of a programme manager for the Volunteer Engagement Platform.
  • Demonstrated ability to manage multiple tasks and priorities while consistently meeting deadlines is essential.
  • Proven ability to work independently, generate pragmatic solutions to address potential road blocks as well as leverage key opportunities.
  • Ability to navigate complex environments and help build relationships with a variety of different institutions.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
  • Demonstrated ability to develop/create online and offline recruitment materials, educational content and engagement opportunities.
  • Must be a creative thinker with ability to proactively develop new ideas.
  • Proficient in Microsoft Office applications including Word, Excel, and PowerPoint.
  • Results-based approach is an asset.
  • Proven capacity to work with collaborative teams with different technical skills.
  • Proven ability to manage relationships with a variety of partners, including national authorities, youth networks, universities, intellectual leaders, NGOs and the private sector.
  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences.
  • Meeting UNICEF’s core values and competency areas such as integrity and respect for others.
