MI is an intergovernmental organization that contributes to regional cooperation and integration through capacity development, dialogue, and advocacy for the acceleration of sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion.
Founded and represented by Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, MI’s strategies are aligned with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development.
MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization, Trade and Investment Facilitation, and Sustainable Energy and Environment, while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility to cement holistic and sustainable development impacts in the subregion and beyond.
Program Coordinator, Trade and Investment Facilitation (TIF) Department
Reporting to the Director of TIF, the Program Coordinator performs two interrelated roles. Firstly, to work closely with the TIF Director. facilitate the activities related to development funds managed MI in coordination with the development partners and project implementation agencies (PIA) in the Mekong countries. This will involve review of progress (financial and technical progress) of the projects, provide feedback and coach/guidance to the PIA on effective implementation of the project activities to achieve targets, liaise with the national focal points in the Government of the Mekong countries in Mekong countries, prepare notes/reports, work closely with MI finance department on financial reporting/progress of the development funds etc. Second, work closely with the TIF Team to deliver the capacity development activities, coordinate follow up activities with the activity team leaders.

Main deliverables, responsibilities and tasks
Key deliverables
Draft announcement/call for project proposals
Guide project development concept and guideless to prospective applicants
Coordinate with the proposal review committee to shortlist project proposals as per guideless.
Coordinate with the project implementation agencies on project launch, implementation, progress monitoring and reporting.
Review progress of projects, provide guidance and coaching to implementing agencies on effective implementation of the projects.
Monitor and record progress as per project targets including financial targets to ensure effectiveness in terms of time and resources input.
Coordinate with the national stakeholders to ensure coordination for effective implementation of the projects.
Facilitate workshops/meetings on sharing of project results and outcomes
Develop case studies, success stores for dissemination, publicity and outreach of inputs for case studies for content development
Others task
Assist the team in designing and developing capacity building programs (workshops, training course, seminar, action research, etc.)
Coordinate with Director/Team leader on curriculum preparation and administration (preparing contracts for content providers, processing payment requests, supervision of contract)
Prepare and send participants’ invitation letters, participants’ manuals, and advanced training program materials
In coordination with course trainers/resource persons, prepare resources materials for distribution to course participants.
Co-facilitate learning program sessions, field visits, and/or action research
Document program proceedings (workshop reports, minutes, etc.) and disseminate program documents after editing to participants and partnering organizations
Ensure lecture notes, readings and course documents are filed accurately for MI records, and coordinate with IT section on MI Intranet.
Assist Director/Team Leader in conducting research in specialized thematic areas.
Assist in coordination of all aspects of planning, implementing and evaluation of workshops conferences and MI official functions as assigned.
Prepare/draft reports, conduct post-training follow up activities in accordance with MI standard and/or as required by development partners.
Any other related tasks as assigned by the TIF Director and/or MI Executive Director.

Required qualifications, skills and experience
Essential
Master degree in Economics, International Trade, Regional Development, or related field
Good understanding of technical concepts related to project management such as logical frameworks, results-based management, evidence-based advocacy, and research methodology.
Experience in implementing development projects with sound knowledge on monitoring and evaluation of projects.
Experience in design and implementation of capacity development activities, particularly as a facilitator;
Experience in executing social media outreach campaigns.
Ability to work productively with diverse individuals from different backgrounds (government, private sector, advocacy, non-profit organizations, and community-based organizations.
Proven skills and experience in facilitation of capacity development activities.
Proficient user of all Microsoft Office applications
Excellent communication (writing and speaking) skills in English
Experience of working in the GMS and/or ASEAN.
