Thai Lawyers for Human Rights (TLHR) was established two days following the coup in 2014 by a group of human rights lawyers and social activists. Initially an ad-hoc organization, TLHR aimed to provide legal and litigation assistance to individuals who had been summoned, arrested, and detained by the military as consequences of exercising their freedoms and rights demanding for democracy in Thailand. Years later, TLHR has become a frontline organization promoting civil and political rights in Thailand and providing legal assistance while monitoring and documenting human rights violations nationwide.
Overall Mission
The Program Manager is responsible to ensure that TLHR has the funding and resources for programmatic and operational needs. The Program Manager will lead strong project designs, proposal development, fundraising, project implementation and management, monitoring & evaluation, and to provide technical support and resource mobilization to programs. This position will report directly to the Deputy Director of Program and Finance.
Main Responsibilities:
- Lead writing of compelling grant proposals, with support from Program Coordinator and Finance, and ensure timely submissions and compliance with donor guidelines.
- Lead writing of narrative and financial reports, with support from Program Coordinator and Finance, and submit those to various funding sources according to the timeframes and conditions stated in the capital contracts and agreements.
- Review grant agreements or contracts to ensure compliance with donors' requirements and maintain accurate and up-to-date information on all submissions, grant-funded projects, and donors.
- Act as an internal focal point to ensure TLHR's compliance with donors' requirements and regulations.
- Develop and deepen existing donor relationships, ensuring that the organization maintains effective communications and good relations with our donor partners and that they are updated on our work and achievements.
- Keep the Executive Director, Deputy Director, and Executive members up-to-date on changing donor priorities and ensure that new funding opportunities are identified and shared in a timely manner.
- Prepare any requested information or reports on the managed portfolio, as requested by the Executive Director.
- Develop an organization-wide fundraising strategy and work plan including tactics for raising unrestricted income – consider all types including statutory, philanthropy, private sector, trusts, and mass audience fundraising.
- Undertake independent research in identifying alternative resources for long-term sustainability of the organization and regularly provide findings to the Executives.
- Follow up, evaluate, and oversee the overall performance of the program management, making sure that the overall work performance effectively achieves the organization's goals and objectives. These include running the project kick-off meetings and briefings with team leads and finance, checking in with team leads to identify challenges and needed support, and providing regular updates of progress to the Deputy Director and executives.
- Manage the organization's media presence to increase the foundation's profile and reputation within the donor community. This includes regularly providing updates on the organization's work and progress.
- With support from other staff, develop communications material for the organization (e.g. brochure, website, annual report, poster, etc.), including the communications on the website, Linkedin, print media, or creating/designing/producing/selling merchandise to acquire funding from the public and private sectors.
- Be the point of contact for donors to the organization, and effectively channel inquiries to other staff members as needed.
- Organize or provide assistance in organizing any fundraising events for the organization.
Representation:
- Represent Thai Lawyers for Human Rights as needed with internal and external stakeholders.
- Develop and maintain positive relations with donors, partners and others including media, local non-governmental groups, and international community.
Staff Development:
- Regularly monitor team performance, provide coaching and learning and development opportunities to the team members.
Additional tasks:
- Other assignments by direct supervisor.
- Ability to travel or take international meeting calls outside working hours.
Essential Qualifications:
- Bachelor’s degree or international equivalent in Development Study, Business Administration, or related disciplines with substantial experience in the non-profit working environment would be an added advantage.
- At least 3 years of relevant experience in grants management and compliance, designing end-to-end program management, and proposal development at a charity organization or foundation.
- Experience in financial planning and budget oversight, and having knowledge of general accounting principles, grant administration, and procurement processes.
- Excellent written, verbal, and presentation skills with the ability to present information in clear and simple messages for a wide range of audiences.
- Computer and online communication skills: MS Office programs, electronic correspondence, basic digital media design and website management.
- Excellent interpersonal skills, including the ability to build engagement with different stakeholders – board members, employees, donors, partners, and government authorities.
- Excellent in organizational management with the ability to coach, manage and develop high-performance teams.
- High sense of responsibility for completing tasks in a timely manner, and an ability to work flexible hours and respond effectively to urgent situations.
- Value the principles of human rights and democracy, rule of law and proactively monitor the human rights-related issues within Thailand and oversea.
- Ability to maintain confidentiality, taking into account the safety of your own work as well as the foundation’s resources and information.
- The ability to work closely with a diverse team, be agile and flexible. Able to improvise and work in an environment that is often stressful and potentially volatile.
Desired Qualifications:
- Have work experience in legal aid and/or have done projects related to human rights violations in Thailand.
- Have experience working on projects sponsored by the major donors/embassies/institutions or international organizations.
- Experience establishing and/or implementing human rights and fundraising projects/initiatives.
