PURPOSE OF POSITION

The Education and Youth Programs Manager provides strategic and technical leadership to design, acquire, and oversee implementation of high-quality education and youth development programs under the Program Acquisition and Management (PAM) Directorate. This role leads the Education & Youth Integrated Program Framework (IPF), ensuring alignment with WVFT’s FY26–30 strategy, national education priorities, and donor expectations. The position is accountable for program design, acquisition, technical quality assurance, evidence generation, and cross-sector integration across literacy, life skills, adolescent engagement, and vocational pathways. It strengthens partnerships with government, private sector, and civil society to expand impact and sustainability for Thailand’s most vulnerable children and youth.

Strategic Program Design and Integration 20%
Lead design of education and youth programs and proposals aligned with WVFT strategy and global evidence. Integrate cross-cutting themes (Gender Equality, Disability Inclusion, Faith & Development, Climate Resilience, Child Protection).

Resource Acquisition and Donor Engagement 20%
Lead resource mobilization for the Education and Youth IPF, identifying funding opportunities (institutional, corporate, HNWI). Collaborate with the PAM Director and Resource Development team to co-develop proposals and cultivate donor relationships.

Technical Leadership and Program Quality 20%

Provide technical oversight and capacity building to field teams and partners to ensure program quality, accountability, and results. Establish adaptive management processes using MEAL data to inform decisions and promote learning.

Partnerships, Advocacy, and Systems Change 20%
Strengthen collaboration with national and provincial education authorities, youth networks, and private sector partners. Translate program evidence into advocacy to influence education policy and youth employment systems.

People Management and Team Development 20%
Lead a cross-functional team of technical specialists, acquisition officers, and MEAL staff. Ensure clear role accountability, staff development, and performance management in line with WVFT’s values and leadership model.

Risk & Compliance 20%
Ensure compliance with WVFT, donor, and safeguarding standards. Promote digital and data-driven innovation in program design and management.

 

MAJOR RESPONSIBILITIES

  • Master’s or Bachelor’s degree in Education, Social Development, Public Policy, or related field.
  • Certification in Program Design, Project Management, or MEAL preferred.
  • Preferred: Master’s degree in a relevant discipline.
  • Certification in Project Management or equivalent is an advantage.
  • Minimum 8–10 years of experience in education/youth program design, management, or resource acquisition within NGOs or international development organizations.
  • Demonstrated success in proposal writing, donor engagement, and technical leadership in education and youth programs.
  • Experience in advocacy and partnership building with government and private sector stakeholders.
  • Strong understanding of learning outcomes, adolescent and life skills programming, vocational training, and youth engagement models.
  • Knowledge of education policy frameworks in Thailand and ASEAN region.
  • Strong data literacy and ability to use digital tools and MEAL data for program improvement.
  • Proven ability to mentor and build cross-functional teams.
  • Excellent written and spoken English and Thai.
  • Ability to travel frequently within program areas and occasionally nationally.
  • Based in Bangkok with regular domestic travel (up to 40%) to field sites.
  • Hybrid work model with remote coordination and field travel.
