Plan International is an international humanitarian, child-centered development organization, advancing children’s rights and equality for girls.

 

Position:  Grant Admin Assistant - Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish)

Duty station: Bangkok

 

JOB BACKGROUND:  Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish) Project is an effort to reduce forced labor and human trafficking in the recruitment of women and men in the fishing and seafood processing sectors in Thailand to support the Department of Labor (DOL) Bureau of International Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT). FAIR Fish will be led by Plan, an international NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL), including with fishers and seafood processors in Thailand, Cambodia, the Philippines, and Indonesia. 

FAIR Fish is a four-year project, starting on 1 January 2019 and ending on 31 December 2022. Funding for this project is provided by the United States Department of Labor (USDOL) under cooperative agreement IL-32819-18-75-K.

The Grant Admin Assistant for the FAIR Fish project will manage grant compliance and administrative activities in the FAIR Fish project. He/She will work closely with the FAIR Fish Project Director, FAIR Fish Finance Officer, and Plan International Thailand’s Administration Department to ensure effective grant compliance, that donor compliance requirements are met, and Plan’s policies and procedures are followed. He/She will also handle procurement and administration tasks in the project, including the management of awards and contracts with sub-recipients and vendors, inventory, and supplies in coordination with Plan International Thailand’s Administration Department. He/She will support the documentation of the project’s financial, implementation, and monitoring and evaluation activities in preparation for project auditing, evaluation, and closure.

The Grant Admin Officer will be under the direct supervision of the FAIR Fish Project Director. This position is based in Bangkok without travel requirements. The holder of this position will be offered a fixed-term renewable contract.

 

Core role and responsibilities:

 

  • To liaison with and assist in the preparation of reports and documents requested by the project's Compliance Advisor and Program Coordinator at the Plan USA office on FAIR Fish Project's grant compliance matters, including updating the Partnership Monitoring Plan on a monthly basis, monitoring partner’s legal stance locally and in SAM registration, receiving partner’s annual compliance forms, writing monitoring visit reports, and more.
  • To track and document deliverable submission and acceptance, payment, and close out of the awards and contracts between the FAIR Fish Project and sub-recipients, consultants, and vendors;
  • To coordinate with the FAIR Fish Project’s sub-recipients, consultants, and vendors in preparing administrative documents according to compliance policies of the donor and Plan International;
  • To record the project’s inventory, maintain inventory logs, conduct periodic inventory inspections, and prepare the project’s monthly inventory reports for submission to Plan USA;
  • To process and document the requisitions to procure services and supplies related to FAIR Fish Project Office in cooperation with Plan International Thailand’s Administration Department according to the allocable, allowable and reasonable principles, and to ensure services and supplies received are in good quality;
  • To assist the Project Director with the preparation of deliverables and researches related to FAIR Fish Project required by Plan International Thailand, including but not limited to: Technical Progress Report, technical briefs, successful story compilation, etc.;
  • To support the project’s Finance Officer in preparing supporting documents for internal and external audits;
  • To collaborate with other program staff to document compliance to donor requirements and internal policies;
  • To have a detailed knowledge of project and compliance requirements and to disseminate the information to the project team, sub-award recipients, consultants, vendors, and relevant staff members in Plan International Thailand, and
  • To perform other tasks as assigned by the FAIR Fish Project Director.

 

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

Qualifications and experience

  • Bachelor degree in business administration, organization management or other related fields;
  • Working experience in grant administration is a plus;
  • Knowledge of partnership and contractual agreement compliance;
  • Good English skills;
  • Good team player skills;
  • Strong attention to details;
  • Experience working in Thai NGOs;
  • Experience working in projects funded by US government is a plus.
