The ICRC Regional Delegation in Bangkok seeks to fill the following position:
Regional Communication Manager
The Communication Manager is the focal point for all matters related to communication at the Regional Delegation (RD) level. S/he is responsible for setting and implementing priorities, objectives and strategies. S/he directs the orientation, planning, monitoring and evaluation of the regional delegation’s communication activities, supervises and provides technical support to all staff involved in them in all the structures. S/he contributes to building and implementing an approach in which communication activities are integrated into other ICRC programmes implemented in the RD. (e.g protection, prevention, assistance, cooperation).
Your main responsibilities:
- Internally, interacts with the RD management, other programme managers/coordinators, heads of field structures, regional advisers based in Bangkok and in the region supporting the RD; at headquarters, with the Communication Head of Sector for Asia and specialist colleagues from other units within the Department of Communication and Information Management (CIM) and the Department of International Law and Policy; within the region, when relevant, with communication/prevention counterparts in other delegations closely affected or influenced by the same context and with peers for experience sharing and exchange of ideas.
- Externally, interacts with media, NGOs, academic circles, civil society representatives, the UN, military, police and other security forces, non-State armed groups and key members of national authorities. Contacts may be mid to high level
- Financial responsibilities: Defines and oversees the Communication budget.
- COM oversight for 7 structures (BAN, PAT, CHM, PPO, BAT, HAN, VIN).
Accountabilities & Functional responsibilities:
- Sets the strategic orientation of the RD’s communication (PFR, COM Strategies) and formulates related guidelines, approaches and programmes, in cooperation with management, field offices and other departments and with the support of the regional experts as well as the concerned technical teams at HQ.
- Oversees the implementation, monitoring and evaluation of programmes related to communication including operational communication, community engagement, IHL promotion, building National Societies COM and IHL promotion capacities and, when applicable, joint International RC/RC Movement communication; public communication; digital communication; public affairs and information analysis/environment scanning.
- Contributes to the RD’s analysis of political, security, military, humanitarian and other developments related to ICRC image/reputation/perception as well as to its capacity to operate.
- Defines, in consultation with the RD’s management team, the RD’s overall desired identity, public narrative and key messages. Periodically reviews its external position on issues related to its humanitarian activities, messages and mandate.
- Develops and enhances networks with local/regional/international media, digital platforms, digital influencers, academic circles (including journalism/COM students), think tanks, UN, NGO or other networks relevant to specific humanitarian concerns, acceptance of the ICRC’s mission, strategic objectives and activities and improving its access to the people in need.
- Acts as spokesperson of the RD with media outlets.
- Advises the RD’s management on internal communication issues when required and develops internal com tools (Q&As, briefing documents, etc) to equip the staff with the necessary information and backgrounds.
- Ensures internal communication about the RD to ICRC staff worldwide through the Red Pulse.
- Supports communication-related training and coaching for staff of other departments and field sub-structures when needed.
Professional Experience Required:
- Minimum 8 years’ work experience in a field relevant to communication and/or prevention (inside or outside the ICRC).
- University degree or equivalent (preferably master’s level) in a relevant field such as communications, political science, international relations, journalism or law.
- At least 2 years’ experience in the humanitarian sector/ humanitarian communication. Experience with the Red Cross, Red Crescent Movement an asset.
- Fluent spoken and written English & Thai. Knowledge of other regional languages (Khmer, Vietnamese & Laotian) is an asset.
- IT proficiency (competence in MS Office and other software), familiarity with online and social media communication tools.
- Knowledge of international law or related fields.
- Team management and project management experience.
- Applicants must be nationals of Thailand or legal residents in the country.
