A. Overview of the Freedom Fund
The Freedom Fund is a philanthropic initiative designed to bring financial resources and strategic focus to the fight against modern slavery. Its primary objective is to achieve a measurable reduction in modern slavery, by addressing trafficking, exploitation, forced labour, child labour, and debt bondage. Through the Thailand Program, the Freedom Fund is dedicated to preventing and addressing labour exploitation within the seafood sector. The Thailand Hotspot works with six implementing partner organisations to deliver projects that support migrant workers to claim their rights and advocate for improved regulations and systems to promote the welfare of migrant workers working within Thailand.
B. Program strategy, MEL and general program management consultancy
Summary: The consultant will work with the Senior Program Manager and Program Advisor to: undertake a review of partner strategy and project work to date; help refine the 2021-2023 Freedom Fund strategy and develop a monitoring/project plan framework for this to complement existing FF monitoring frameworks; help partners develop most effect project underneath this strategy for 2021-2023 work and assist partners in developing proposal; review partner MEL practices and undertake training and capacity building work to improve; and assist with other general program management tasks that may arise.
Background: Freedom Fund has been working to address forced labour and human trafficking in the Thai seafood industry since 2015. Freedom Fund has partnered with 6 local Thai organisations as part of this program of work. The program has an overall strategy, and each partner has their own project and strategy that contributes towards this overall strategy. Partners also come together regularly in program meetings to discuss current updates and events relevant to the program, discuss strategies and areas for program improvement and discuss any new or current capacity building or research being considered or undertaken. To date two phases the project has undertaken two phases: 2015-2018 and the current phase of 2019-2020. A new strategy is being developed for the next 3-year phase of the program: 2021 to 2023 of which only four of the current 6 partners are likely to continue as partners.
Key tasks:
Travel requirements: Subject to any restrictions on travel due to covid-19, the consultant will be required to travel to partner organisations as necessary to do the role, with review of program strategy and impact to date and discussion of the new strategy and program to be undertaken in person at each partner office. This would likely result in travel to each partner office at two to three times over the length of the consultancy.
Partners are located in: Bangkok (1); Chang Mai/Mae Sot (1); Samut Sakhon (2); Songklha and Pattani.
C. Management of the Consultant & Fee structure
The Consultant will report to Senior Program Manager, Sarah Mount (based in London, UK), and collaborate closely with Freedom Fund Program Advisor, Roisai Wongsuban who is based in Bangkok, Thailand. The consultant will be paid a set fee per month, and invoice the Freedom Fund for the prior month’s work. Actual travel costs will be reimbursed after travel.
D. Submission Process:
1. Deadline: Proposals should be submitted by 9am UK time on Wednesday 26 August, 2020. Applicants should be ready to begin undertaking the work from October 2020.
