TITLE: Cross Border Case Management - Consultant

Consultancy Role:

Save the Children aims to explore child protection and case management needs and practices across Thailand and Myanmar. The objectives of this study are four-fold:

  1. To understand situations of children who have experience in moving from Karen State, Myanmar to Tak Province, Thailand;
  2. To gather information on situations of children from Myanmar who are exposed to various child protection risks in Tak Province, Thailand;
  3. To find out how these children and their family members access to child protection services on both sides of the border;
  4. And to conduct initial scoping on challenges and opportunities for strengthening cross border case management.

The local consultant will lead the implementation of FGDs with children, families and communities in Myanmar under the supervision of the international consultant. In Thailand, the child protection staff will support in holding interviews and FGDs. In the light of COVID the national consultant will also be contributing to the COVID emergency response where appropriate. The international consultant will lead in the technical elements of semi-structured questionnaire design and analysis. The local consultant will work closely with the international consultant and the data gathered through FGDs will be shared in a timely manner.

 

Introduction:

SC Myanmar and Thailand has worked on child protection across the border. Through our work, we learned that 1) a considerable number of children do not receive care and support from their parents and caregivers in Myanmar; 2) when they move to inappropriate institutions in Thailand they become vulnerable to various child protection issues. These protection concerns are intimately related and have negative impact on children’s physical, emotional, cognitive, and social development. This demonstrates a compelling need to strengthen cross-border child protection systems. Save the Children intends to recruit an international consultant and local consultants in Thailand and Myanmar to conduct initial scoping on opportunities for strengthening cross border child protection and case management.

 

Purpose of Consultancy:

Save the Children intends to recruit an international consultant and local consultants in Thailand and Myanmar to complete this piece of study outlined below.

Proposed Design

Objectives

Methodology

The research will be qualitative and use focus groups discussions (FGDs), key informant interviews (KII) and document review. FGDs and KIIs will be conducted with three main groups: children and family members, local communities, and both governmental and non-governmental child protection service providers to gather information on how child protection risks across the Myanmar and Thailand border are understood and how access to services is facilitated. KIIs with child protection service providers will provide further information on the role of service providers in Myanmar and Thailand in child protection service delivery and their understanding on opportunities and challenges in cross-border case management implementation.

Deliverables

The national consultant is required to submit the note of meetings to the international consultant in a timely manner.

In the context of COVID-19 pandemic, the consultant is required to be flexible to work closely with SC Myanmar team to support emergency response.

 

SCOPE OF ROLE:

Reports to: International Consultant

Travel: Frequent (over 6 days per month)

Person Specifications:

  • Education to Bachelor’s level degree in relevant subject
  • At least three years of experience working for an international NGO, research agency or government agency
  • Previous experience working in Myanmar/Thailand context
  • Highly knowledgeable on reform and change context in Myanmar, including political developments, laws related to children, and civil society actors
  • Excellent relationship building skills in order to work with diverse stakeholders 
  • Knowledge and skills in child protection case management 
  • Ability to be flexible and manage priorities in a changing context
  • Strong English language communications skills including writing
