TITLE:   Child Safeguarding Coordinator

TEAM/PROGRAMME: Child Protection

LOCATION: Mae Sot Office

CONTRACT LENGTH: One year with possible extension and this is a national hired

ROLE PURPOSE:

The role holder will be responsible for designing, adapting and implementing strong child safeguarding systems on effective Child Safeguarding standards, reporting, monitoring and share learning that safeguard beneficiaries, partners and the organization at large.

The role holder will work as part of the Program Operations and HR team as a child safeguarding focal point and providing technical support nation-wide, with particular focus to our education programming in Tak and Ranong, (Migrant Education and Refugee Education). S/he will be responsible to ensure that quality safeguarding systems & practices (Child Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA) and Anti-Harassment practices) are exercised and delivered across all sectors & location of the organization.

Budget Responsibilities:  n/a

External Representation: Capacity building to partners and staff, and education authorities

Travel: Frequent (expected to travel within Tak and Ranong, and also spend at least 20% of their time ‘roving’ to other field locations, including in the Deep South.)

KEY AREAS OF ACCOUNTABILITY:

S/he will be responsible on ensuring child safeguarding system on effective implementation of standards, reporting mechanism, monitoring and share learning. S/he will be responsible for ensuring regional and global compliance requirements are met. S/he will work as part of the Ethnic Education Protection Task Force (Tak) to support safeguarding improvements across Migrant Learning Centres, and spearhead similar working groups for Refugee Camps and Ranong Ethnical Education partners.  This role will be field based with strong emphasis on ensuring safeguarding measures are integrated across SC Thailand’s programs.

S/he will ensure compliance with Save the Children’s global standards and best practices for safeguarding children, adult beneficiaries and staff. This will include:

  • Supporting the National Focal person, in establishing and updating policy, local procedure, compliant mechanism, workflow and associated policy guideline on preventing harm to beneficiaries including children
  • Ensuring a clear and programmatic reporting and referral system of alleged abuse
  • Improving the Safe programming approach across our projects. Support to identify potential risks to children in all project activities and events, working with program teams to plan mitigating measures and work with relevant line managers to assign staff to be responsible for the implementation and action plans
  • Technically support the implementation of child safeguarding mainstreamed through program design, monitoring and evaluation
  • Ensuring staff, partners, beneficiaries & representatives access to advice and support, communicating “keeping children and adult beneficiaries safe” messages
  • Undertake trainings/awareness/capacity building sessions, reviewing and adapting content/delivery as necessary in order to find the most effective way to deliver workshops, safeguarding knowledge, and anti-harassment awareness to partners
  • Work alongside the national CSG lead to ensure complete implementation of recommendations in Child safeguarding, PSEA and Anti-harassment investigation reports and provide leadership in undertaking investigation where appropriate
  • Provide training Child Safeguarding, PSEA and Anti-harassment ensure that all staff understand and comply in their work
  • Adapt the training and Information, Education and Communication materials on Child Safeguarding
  • Support the National CSG lead in developing the child safeguarding implementation plan and ensuring cost is reflected in country strategy plan and funding proposals
  • Ensure the child safeguarding and related policies and implementation standards are understood by key/senior staff
  • Ensure partner organization engagement process incorporates child safeguarding requirements: grant agreement on obligation of child safeguarding policy implementation, self-assessment on child safeguarding and analysis is done
  • Assess partner capacity on safeguarding, develop partner capacity building plans and technically support the partner on safeguarding processes including delivering safeguarding training. Ensure Partner reporting protocols are in place and provide training to Partner focal persons.
  • Ensure the capacity of focal points are strengthened on awareness, documentation, risk assessment, recording, reporting, country audit exercise and regular meeting is conducted
  • Ensure all SC representatives including staff, partners and suppliers demonstrate understanding on Child Safeguarding through regular awareness sessions and internal campaigns.
  • Ensure that all focal point persons based in the field take concrete actions to reinforce Child Safeguarding at the field level through frequent monitoring visits to field offices and project locations
  • Work closely with the MEAL Team to fully integrate identification of safeguarding issues into SC Thailand’s accountability mechanism
  • Receive safeguarding complaints and report through DATIX.
  • Maintain confidentiality of the information and upload relevant documents in DATIX Cloud and file documents as required to meet SCI/ legal obligations.
  • Provide safeguarding information/reports to National Focal persons and or management as required.
  • Support the National Director/ Senior HR & Admin Manager in providing overall leadership and oversight to the implementation of the Child Safeguarding Policy self-audit action plan

Qualifications

  • Thai Nationality
  • Able to speak Burmese or Karen required
  • Minimum Bachelor Degree with at least 5 years’ experience in related field
  • Experience on policy development, manual, procedure and implementation on Child Safeguarding, Anti-harassment and children related programming
  • Ability to communicate sensitive information to a wide and diverse audience
  • Experience in conducting assessment, monitoring and evaluation, strong analysis and writing report
  • Ability to facilitate training to a diverse audience in terms of facilitation skills and language
  • Ability to influence internal and external audiences at all level of the organisation.
  • Strong English communication skills, both written and verbal
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Willingness to travel and work in difficult environment according to travel requirements
  • Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
