KEY ACCOUNTABILITIES
The Programme Policy Officer (School Feeding) will be responsible for the following duties (not all-inclusive):
Guide, oversee and support WFP and government school feeding programmes:
• Contribute towards the development of a wide variety of school feeding projects, plans and processes, ensuring alignment with corporate policies/strategies and regional guidance.
• Research and analyse policy and operational challenges of school feeding programmes in Asia and the Pacific and support the Regional Bureau for Asia and the Pacific (RBB) and Country Office colleagues in the development of policies, programmes and activities.
• Provide advice to WFP Country Offices in the Asia region and mobilize technical expertise in programme analysis, design, development and troubleshooting of school feeding programmes including support to planning and conducting assessments, designing proposals, strategy development, and review of critical programme design documents and reports.
• Contribute to the formulation and implementation of the regional school feeding implementation plan.
• Support in coordination of activities, partnerships, and initiatives with School-Based unit in WFP Headquarters.
Position WFP and government school feeding programmes in contribution to Sustainable Development Goal 4 (SDG 4) education outcomes, as well as in school health and nutrition, and related strategic partnerships:
• Strengthen the integration of school feeding in the different Education Cluster/Local Education Group strategies/Plans and Education-related funds.
• Contribute to the development of effective partnerships at the regional and country level with key partners at the regional level.
• Provide comments and contribute to the content of various regional reports.
Knowledge management
• Stay up to date on the new and existing information on WFP’s School Feeding Policy, key research and information on school feeding programmes produced by major partners. Contribute to regional research, knowledge management and evidence agenda.
• Collaborate with partners on research, identify opportunities and plan for conducting research.
• Contribute to capacity development of country office staff by co-leading the school feeding educational events, consultation events, and other learning events.
Perform other related duties as required
STANDARD MINIMUM QUALIFICATIONS
Work Experience:
• A minimum of three years of progressively responsible work experience in humanitarian and/or development assistance; Experience in public policy, capacity strengthening, programme design and management.
• Experience in engagement in programme policy discussions with multiple stakeholders.
• Experience in working with partnership issues.
• Experience in school feeding programmes is an advantage.
Knowledge & Skills:
• Knowledge of analysis of both qualitative and quantitative data and effective visual presentation of results; Preparation of facilitation and training materials; Capacity development of partners and external stakeholders; Experiential and adult learning methods and blended training.
• Familiarity with programme design, implementation and operational challenges in food, nutrition, health, social protection interventions.
• Ability to deliver results through planning and organizing activities.
• Proven ability to develop quality reports and analyses with minimal direction.
• Excellent cross-group collaboration skills.
• Ability to work with relevant technology and procedures (e.g.: web-based databases, and other statistical applications) to conduct research, collect, organize, analyze and share information.
• Knowledge of UN system policies, rules, regulations and procedures is an added advantage.
Education:
• Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language:
• Fluency in spoken and written English is required. Proficiency in a second UN languages is an advantage.
