TITLE: Support Service Officer
TEAM/PROGRAMME: Support Services

CONTRACT LENGTH: 1 year with possibility to extend
ROLE PURPOSE:
The goal of the Supply Chain Officer is to ensure an effective work force required by Pattani Office and based on best practice standards and in compliance with the local legal procedures and Save the Children Supply Chain policies. The Officer also aims to maintain legal compliance of all procurement, logistics of the organization, and to foster and maintain a positive and productive work environment for Save the Children.

Reports to: Senior Field Coordinator – Pattani with dotted line management by the Bangkok Senior Supply Chain Officer

KEY AREAS OF ACCOUNTABILITY:
Procurement and support systems
- Focal point and specialist on SCI procurement procedures in Pattani field office
- Ensure that procurement process in Pattani office works the efficiency, effectiveness as well as align with global policies, and liaise each program team
- Facilitate the purchase requests, purchase orders and other procurement related documents (both hard copies and e-copies) to comply with documentation requirements according to SCI and donor policy
- Maintain regular contact with suppliers to good service delivery and value for money
- Ensure that due consideration is given to delivery scheduling and conditions including lead time to delivery, guarantees, packing, transportation, quality, penalties and returns policies when required
- Obtain written quotes from suppliers and service providers as necessary
- Ensure the procurement tracker and supply chain KPI is updated accurately on a monthly basis
- Work with program team in Pattani field Office on procurement plan UpToDate on quarterly basic, and including projecting annual procurement plan
Security and Safety
- Leads on implementation of the Safety and Security function in Pattani Field Office
- Accountable to protocols and procedures are in place in the event of a security incident, from road traffic accident to other national disaster. This must include clear actions to staff, during office and out-of-office hours, includes identification of evacuation routes, and roles and responsibilities of staff.
- Ensures that safety and security standards and policies are consistently observed, particularly with relation to facilities hotels and vehicle safety. This includes: fire, crime, earthquake and typhoon safety, vehicle maintenance check, fire extinguishers and first aid kit, safety protocols for drivers.
- Security Focal Point to provide security and safety induction to all visitors to visit Pattani Field office
- Work with Country Safety and Security Focal point to provide mandatory trainings to field office-based staff and partners on safety and security exercise.
- Ensure that safety and security is considered in all aspects of Pattani program
Staff management
- Manages the performance of all staff in the Support Services work area in Pattani Field office
- Effective use of the Performance management system including the establishment of clear measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluation
- Coaching, mentoring and other development opportunities
- Recognition and rewarding for outstanding performance
- Documentation of performance that is less than satisfactory, with appropriates performance improvement/work plan or other actions.
Administration and Facilities Management
- Ensures that internal and external communication systems function effectively and efficiently
- Ensures provision of high-quality logistic support to guests, visitors including partners organizations involve in SC activities.
- Oversee all Assets and General Programming Equipment (GPE) on the correct Register databases
- Oversee the premises, furniture, fittings and all shared equipment in a fully functioning state and replaced as necessary

QUALIFICATIONS
- Thai Nationality
- Bachelor degree in business administration, Logistics Management or related fields.
- At least 3 years’ experience of Procurement, logistic Management, Administration
EXPERIENCE AND SKILLS
Essential
- Previous experience in an administrative role
- Excellent communication skills.
- Excellent organizational and planning skills, and a track record of consistently delivering on time.
- Ability to speak, read and write in Thai and English as working languages.
- Ability to manage several concurrent tasks and to meet deadlines
- Ability to work in a team.
- Experience with computer applications (Microsoft Office, internet) and ability to troubleshoot network, desktop/laptop and telecommunications issues.
- High level of diplomacy and tact in dealing with a wide range of people.
