The Senior Protection Assistant will act as the child protection, sexual and gender-based violence (SGBV) and lesbian, gay, bisexual, transgender and intersex (LGBTI) focal person within the Office. S/he will inter alia, be responsible for undertaking individual/family/group protection response/referral activities and interventions in close cooperation with the, RSD, and durable solutions units. S/he will be expected to highlight the specific protection needs of women and men, children, youth and older persons, persons with disabilities and marginalized groups amongst UNHCR persons of concern. S/he will contribute to the implementation of activities and advocacy to strengthen and ensure protection of asylum-seeker and refugee children, especially unaccompanied/separated children and children/families in detention, in cooperation with the concerned authorities, NGOs and refugee communities. The incumbent will also be required to conduct Best Interests Assessment (BIA) and Best Interest Determination (BID) for individual children and ensure that the child’s best interests are the foremost consideration. S/he will undertake regular site/field visits and outreach activities to verify social needs of children, evaluate their living conditions and prepare recommendations accordingly.
Excellent inter-personal and drafting skills are essential. Prior experience in addressing issues of overall social/legal protection, Child Protection, SGBV, LGBTI, human rights, legal and related activities/functions would be an advantage.
The Senior Protection Assistant normally reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.
The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
