ABOUT THE TIJ
Building on Thailand’s engagement in the UN Commission on Crime Prevention and Criminal Justice, Thailand Institute of Justice (TIJ) was established in 2011 with the aim to promote excellence in research and capacity-building in the area of criminal justice. The institute serves as a bridge that transports global ideas to local practices. The primary objective is to promote the implementation of United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) as well as other United Nations standards and norms related to women and children in contact with the criminal justice system.
As a member of the United Nations Crime Prevention and Criminal Justice Programme Network Institute (UNPNI), TIJ also gears its work towards important cross-cutting issues on the United Nations agenda such as the rule of law, sustainable development, human rights, peace and security. At the same time, it works toward enhancing domestic justice system and the rule-based community within the ASEAN region.

ABOUT THE PROGRAMME
The Office for the Bangkok Rules and Treatment of Offenders (OBR) is responsible for the work of the Thailand Institute of Justice (TIJ) in the area of promoting and supporting the implementation of the United Nations standards and norms related to the treatment of offenders particularly the United Nation Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) at the national, regional and international levels. The core functions of OBR include research, policy advocacy and capacity building with the purpose to promote gender sensitive criminal justice system as well as enhance effective rehabilitation and reintegration support for incarcerated persons through social collaboration.
RESPONSIBILITIES
Partnership development and relations:
- Maintain relationships with strategic partners and assess new partnership opportunities to promote social inclusion, effective reintegration of former inmates, alternatives to imprisonment and other issues within the working scope of the Office for the Bangkok Rules and Treatment of Offenders (OBR);
- Conduct review, data collection, partnership mapping of all concerning partners and key players, at both domestic and international levels;
- Design and implement domestic and international partnership development programmes and maintain positive relationships with identified partners through communication strategies, activities, or other means;
- Ensure excellent relations and effective engagement with key government, non-government and international partners and institutions on research projects and opportunities for collaboration;
- Provide input for OBR’s overarching partnership engagement strategy;
- Maintains a database of information relating to partners’ details as are relevant to the development and maintenance of partnerships;
- Develops and manages Memorandum of Understandings as may arise from partnerships;
- Liaise, coordinate and communicate with identified partners and potential stakeholders in relation to OBR’s projects and activities;
Project management and coordination:
- Under the overall direction of the Director of OBR, support specific projects in all the phases of the partnering process: including exploration, proposal writing, liaising with partners, budget preparation, administration, and follow-up of projects;
- Coordinate with consultants and other short-term local assistants hired for project activities.
Administration:
- Plan and organize meetings with partners;
- Draft and prepare necessary documents required for project activities such as a concept note, thank you letter, invitation letters, and information notes;
- Assist in organizing meetings, workshops, trainings, and other administrative functions conducted by OBR;
COMPETENCIES
Essential:
- Minimum Bachelor’s Degree in communication, liberal arts, international relations, development studies, management, or other relevant disciplines;
- Minimum five years of professional experience in development partnerships, partnership engagement, customer/stakeholder relations, public relations, or policy coordination;
- Proficiency in written and spoken Thai and English;
- Some knowledge about Thailand’s criminal justice system and international crime prevention landscape;
- Comfortable with or accustomed to working in an environment that requires constant interaction with various external actors.
Skills/Abilities:
- Excellent understanding of development partnerships, fund-raising, donor strategies, functions and international relations;
- Excellent coordination skills with an ability to engage partners at all levels;
- Strong interpersonal skills and cultural awareness.
- Proven ability to work effectively both independently and in a team-based environment;
- Flexible and adaptable;
- Outgoing and enthusiastic about partnership engagement;
- Strong multi-tasking and organizational skills.
- Ability to work on own initiative under minimal supervision;
