Regional Project Manager for Scaling-Up NCD Interventions in South-East Asia (SUNI-SEA) Project
- Base in Chiang Mai OR Yangon (To be determined by the candidate)
- Salary 55,000-70,000 THB (or 1,600-2,200 USD) negotiable and depending on experience
- 2 years fixed term with possible extension – starting AS SOON AS POSSIBLE

The Organisation and Background:
HelpAge International's vision is a world where older people fulfil their potential to lead active, dignified, healthy and secure lives. We are the secretariat of the HelpAge global network, bringing together more than 114 affiliates and 200 partners working with older people in over 50 countries.
HelpAge APRO, the Asia Pacific Regional Office for HelpAge International is located in Chiang Mai. The office is one of four global hubs, leading on regional projects, supporting work in country offices and serving as secretariat of the regional HelpAge Network in its work to build understanding and commitments to respond to the challenges and opportunities that rapid population ageing creates.
The regional office leads on multi-country projects in the region including current projects on strengthening CSO capacity and community-led development models; inclusive disaster risk reduction; and technical assistance to governments on long-term care system development.
A four-year regional project, Scaling-Up NCD Interventions in South-East Asia (SUNI-SEA) has started from 01 January 2018. It is a four-year action research programme funded by EC-H2020 taking place in Indonesia, Myanmar, and Vietnam through a collaboration of nine consortium members. The intention of the project is to develop a set of evidence-based guidelines and instruments in the area of non-communicable diseases to be used in South East Asia. SUNI-SEA works with the Governments of Indonesia, Myanmar and Vietnam, to strengthen their upscaling activities in NCD prevention and management. It aims to create synergies between disease prevention and management at community level. The project also wants to achieve synergy between community and primary healthcare facility-based activities.
HelpAge’s role in the consortium is 1) to lead on the communications, impact and dissemination work package of the project; 2) to coordinate all work in Vietnam and Myanmar; 3) to oversee, commission or conduct all research in Myanmar and 4) to facilitate activities required for research on the community-based older people’s association models.
The retrospective phase was completed in February 2020. At the moment, the project is finalising preparations for the prospective phase implementation. (for more information see www.suni-sea.org)

Job Purpose:
- To provide overall coordination for HelpAge’s work on SUNI-SEA across four offices; to be the focal-point for liaising with other SUNI-SEA consortium members; to manage APRO’s work for the project
- To support and work with the country team and consortium members in Europe and Asia on the capacity building planning and implementation of community level interventions in the project.
- To maintain effective project and financial management and ensure the compliance with EU-H2020 regulation and requirements
Key responsibilities:
- Maintain and strengthen as needed and apply appropriate project management standards and ensure the compliance with HelpAge Contract management Process and manage project administration
- Manage the implementation of planned activities at regional level and work with the country teams and consortium members on capacity building planning and implementation for effective community level interventions.
- Coordinate with the country teams and monitor the in-country activities implemented by country offices
- Maintain and continuously improve an effective reporting system and tools for ongoing monitoring
- Manage project risks, including the development of contingency plans
- Liaise with programme team and related projects for collaboration on project planning and implementation and communicate ideas effectively to all those involved
- Monitor overall progress and use of resources, initiating corrective action where necessary, and providing inputs to Regional Finance Team to ensure quality, timely financial reports
- Liaise with SUNI-SEA partners including close collaboration with the consortium lead, UMCG
- Maintain an awareness of potential interdependencies with other projects and their impact and share learnings across the office and organization
- Identify and obtain support and advice required for the management, planning and control of the project from HelpAge colleagues
- Develop report as required by the donors, project documentation and brief report for organisation’s bi-monthly meeting
- Lead the internal project coordination mechanism by involving regional and country office’s senior management and project team to ensure the programme quality, enhance learning & leverage, and discussion on budget and risks management
- Conduct an internal project evaluation review to assess how well the project has been managed
- Prepare any follow up-on action recommendations
- Input into resource development of related projects (e.g. health, research projects) as needed
- Contribute to other programmatic initiatives as required
Safeguarding Responsibilities:
- Preventing harm and abuse from our people, operations and programmes, to anyone that encounters our work
- Report all safeguarding incidents they see, hear, hear about or suspect, using our internal reporting mechanism
- Complying with all safeguarding framework policies and practices
- Completing mandatory training courses relating to our safeguarding policy framework and comply with HR vetting procedures
- Supporting staff to embed safeguarding measures in their role
- Designing, implementing, managing and reviewing safe programming that assesses risk and implements mitigation measures to reduce the risk of harm and abuse to all people that encounter our work, whether from people, operations or programmes
- Ensuring that communities and beneficiaries are consulted on the design of community response mechanisms and know how to report safeguarding concerns
- Contributing to the work of Safeguarding Committees in embedding safeguarding in the working culture
- Undertaking safeguarding investigations as required
- Making downstream partners accountable for their safeguarding and ensuring training is completed and safeguarding incidents escalated to our Board
Report to: Regional Programme Advisor on Health and Care
Key functional relation: Regional Head of Programmes, Communications team, Regional Finance Manager
Other relations in the region: Regional Director, Regional Programme Advisors, Regional HR and Admin Manager and team
Other relations in HelpAge: Project team at HelpAge Country Offices (Myanmar and Vietnam)
Other Features of the Job:
The position will require some international travels. Applicants should be ready to travel for up to 20% of their working time.

Experience
- Demonstrated experience of programme management, including the ability to effectively manage resources, finances, and information (E)
