The ICRC Regional Delegation in Bangkok
(Covering Thailand, Laos, Vietnam and Cambodia) seeks to fill the following position:
HR Manager
Based in Bangkok
As part of our People Management Strategy and HR transformation project, the ICRC Regional Delegation in Bangkok wish to appoint an experienced and motivated HR Manager. With the growth of the structure, the purpose of this position is to ensure the delivery of HR services, support the line managers and employees to adequately respond to operational challenges. S-he should develop and communicate on strategic HR approaches and change management in the countries covered, and also contribute to the efforts of the Asia region in responding to broader HR challenges. The successful candidate for this post will have a proven record in a similar position. S-he will manage a team of 4 direct reports and will be the functional supervisor of 1 staff in Cambodia.
Your main responsibilities:
HR Strategy
- Translates operational needs and challenges into local HR strategy and priorities. Implements the corresponding action plan validated for the Delegation.
- In coordination with HR Partner, contribute to the regional thinking regarding HR frameworks (incl. processes, policies, and guideline) and provide feedback to HQ(Geneva) regarding the applicability and improvement of processes, policies and guidelines.
- Support current and future operational needs through the development, engagement, motivation and retention of human capital.
HR framework
- Is responsible for the establishment and development of the HR management framework.
- Participates actively in the maintenance but also development of HR processes, policies and tools, feeding upward insight from the field to ensure that the changes proposed are relevant and sustainable for the field.
Partnership with Line Managers
- Support and coach line managers in the execution of core people management tasks and bring HR expertise to them.
- Support the management of the regional delegation in the interaction with the Staff Representative
- Have the overall responsibility for all aspects related to Employee Relations by addressing demands, grievances or other issues;
Supervision of HR Department
- Lead and supervise HR Team in the execution of daily HR activities and provide necessary coaching and advice
- Develop and maintain a strong and relevant network
- Responsible to develop, adjust and update all aspects of the HR budget at the delegation; Administration of the compensation and benefits policy
Collaboration and communication
- Facilitate the collaboration and communication between the Regional Bangkok Delegation and concerned HR units at HQ and the Regional HR partner (functional supervisor)
- Communicates timely relevant HR information to the HR Service Providers and management team, ensuring all key stakeholders are aware, informed and prepared prior to the deployment of any HR related changes.
- Creates and maintains internal communication channels and tools (staff meetings, notice board, employee representatives, organizational charts, surveys, etc.); communicates and promotes the role of the HR team to all staff members.
Your profile
- Strongly motivated by humanitarian work, with capacity to engage, persuade and influence others
- Bachelor's or master's degree in any relevant field (Human Resources is a plus)
- Minimum 5 years of relevant experience in an HR Manager function
- Fluent in written and spoken English (French is a plus)
- International experience, and international staff management, would be a strong asset
- Good knowledge of Labour laws, local competitive employer’s custom and practice
- Ability to develop the role with exemplary conduct and to represent the HR
- Strong interpersonal skills with the ability to create and maintain partnerships at all levels, both with staff and managers
- Strong analytical, decision making and organizational skills and ability to handle multiple priorities in an autonomous manner
