FHI360 is looking a Program and Operation Technical Assistance (POTA) Specialist to provide technical support to selected leadership, supervision and oversight for the overall management and implementation of  a community based organization (CBO) of the EpiC project.
 

Background:
 

In April 2019, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) awarded FHI 360 the Meeting Targets and Maintaining Epidemic Control (EpiC) project. This five-year global initiative provides strategic technical assistance and direct service delivery to achieve HIV epidemic control and promote self-reliant management of national HIV programs by improving HIV case finding, prevention, treatment programming and viral load suppression. EpiC builds on the USAID- and PEPFAR-funded LINKAGES project, which focuses on addressing the HIV epidemic among key populations.


The project works in partnership with and strengthens the capacity of governments, civil society organizations, other PEPFAR implementing partners and the private sector to introduce innovations and expand evidence-based HIV services to unprecedented levels of scale, coverage, quality, effectiveness and efficiency.
 

Scope of Work:

 

Working closely with FHI360 team, the POTA will provide leadership, supervision of project implementation and oversight of programmatic and technical components described in the sub-agreement between the CBO and FHI360. The POTA will focus on the day-to-day operation and management of the office and supervise the work of the project personnel. S/he will work with the organization’s management team to identify gaps and areas of improvement and develop plans for strengthening organizational capacity to prepare this community-based organization to meet the organizational and technical performance goals necessary to implement technically sound programming while managing U.S. government and local government funding.

 


S/he will also have the following specific responsibilities:

 

1. Organizational Capacity and Management

  • Review current organization structure, including operations management (finance, human resources, and administrative functions) as well as current capacity and functions of each unit.
  • Review roles and responsibilities (job descriptions) of management and staff and update as needed
  • Review the organization’s internal policies such as on human resources, financial & grants management, procurement, confidentiality of documents and information, etc., and update as needed
  • Work with head of operations to ensure the effective implementation of the project and organization’s internal policies
  • Identify gaps and areas for improving overall operation and management of the project as well as organizational management that can be addressed immediately
  • Develop short-term and long-term plans for overall organizational strengthening

 

2. Project Management

  • Review subagreement, annual workplan and budgets, M&E plan and reporting requirements with the management team
  • Work with the management team to develop a quarterly workplan based on the approved work plan and budget of each of the units, integrating workplans  budgets of all health centers, that has clear objective and achievable benchmarks, allocated budget line items, and responsible staff
  • Work with the management team to monitor the workplans and project activity implementation and ensure that all project deliverables and reports required under subagreement are submitted to the donor in good quality and timely
  • Work with the management team to identify gaps and additional technical assistance needs and coordinate with FHI360 for the provision of assistance

 

3. Financial Management

  • Oversight over financial management functions.
  • Work with head of operations and head of concerned units to ensure compliance with and adherence to donor regulations and procedures including maintenance of internal control and accountability for donor’s resources
  • With support from FHI360 Finance Manager, guide Finance Officer and oversee budgeting, cash flow forecasts, tracking budget/expenses/advances to ensure proper spending and timely advance clearance
  • Work with Finance Officer on preparing of timely and accurate financial reporting
  • Guide and oversee procurement and maintenance of files and project’s inventory, as implemented by administrative staff
  • Work with Finance Officer to develop plans to address audit findings

 

4. Minimum requirements

• Bachelor or Master’s degree or equivalent in public health, social sciences, management, or public administration.

•  Knowledge of USAID rules and regulations.

•  Experience with NGOs or INGOs involving program implementation and operation management, preferably in HIV/AIDS prevention and care program or in managing surveillance, research, program or evaluation activities.

• Proven experience in program and financial management, monitoring and evaluation and reporting, particularly in managing and providing leadership to HIV/AIDS or other public health programs in Thailand.

• Excellent written and spoken English.

 

Scope /length of assignment:

 

The projected level of effort is approximately 120 working days during November 2020 – April 2021
