FHI360 is looking a Program and Operation Technical Assistance (POTA) Specialist to provide technical support to selected leadership, supervision and oversight for the overall management and implementation of a community based organization (CBO) of the EpiC project.
Background:
In April 2019, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) awarded FHI 360 the Meeting Targets and Maintaining Epidemic Control (EpiC) project. This five-year global initiative provides strategic technical assistance and direct service delivery to achieve HIV epidemic control and promote self-reliant management of national HIV programs by improving HIV case finding, prevention, treatment programming and viral load suppression. EpiC builds on the USAID- and PEPFAR-funded LINKAGES project, which focuses on addressing the HIV epidemic among key populations.
The project works in partnership with and strengthens the capacity of governments, civil society organizations, other PEPFAR implementing partners and the private sector to introduce innovations and expand evidence-based HIV services to unprecedented levels of scale, coverage, quality, effectiveness and efficiency.
Scope of Work:
Working closely with FHI360 team, the POTA will provide leadership, supervision of project implementation and oversight of programmatic and technical components described in the sub-agreement between the CBO and FHI360. The POTA will focus on the day-to-day operation and management of the office and supervise the work of the project personnel. S/he will work with the organization’s management team to identify gaps and areas of improvement and develop plans for strengthening organizational capacity to prepare this community-based organization to meet the organizational and technical performance goals necessary to implement technically sound programming while managing U.S. government and local government funding.

4. Minimum requirements
• Bachelor or Master’s degree or equivalent in public health, social sciences, management, or public administration.
• Knowledge of USAID rules and regulations.
• Experience with NGOs or INGOs involving program implementation and operation management, preferably in HIV/AIDS prevention and care program or in managing surveillance, research, program or evaluation activities.
• Proven experience in program and financial management, monitoring and evaluation and reporting, particularly in managing and providing leadership to HIV/AIDS or other public health programs in Thailand.
• Excellent written and spoken English.
Scope /length of assignment:
The projected level of effort is approximately 120 working days during November 2020 – April 2021
