Project Summary

The Better Health Programme (BHP) Thailand is a 3.5-year programme funded by the UK Government’s Prosperity Fund and aims to reduce non-communicable disease (NCD) burden in Thailand by improving access to safe, quality care using equitable, ethical and sustainable approaches. The programme will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs; 2) Health Education and Training; and 3) Provider Performance Improvement. The Programme/MREL Officer will be responsible for providing cross-pill programme management support for delivery of activities and planning, executing and reporting MREL activities for BHP Thailand.

 

Key Responsibilities

Programme Management

  • Support the Country Technical Lead and Pillar Leads in planning and implementing the programme and in coordinating the work with implementing partners and stakeholders.
  • Serve as the programme point person for tracking programme progress on deliverables and key milestones with responsibility for the preparation and management of programme tracking documents.
  • Develop consulting agreements and other contractual or procurement mechanisms that comply fully with FHI 360 and donor policies, procedures and regulations and manage consultant relationships, if required.
  • Support the Country Technical Lead in the preparation of monthly financial reports for submission to the donor.
  • Prepare informal translations and may act as an interpreter for supervisors or visitors, if required.
  • Perform other relevant duties as requested by the Country Technical Lead.  

MREL

  • Collaborate in developing the M&E plan for the BHP Thailand.
  • Implement, monitoring and evaluation follow the M&E plan of the project, including Theory of Change, log frame, and indicator reference sheets.
  • Serve as the key point of contact for all MREL activities for BHP.
  • Collect, compile, and analyse programme data and the routine application of data to continuous quality improvement of activities. Write and edit technical reports and documents.
  • Conduct ad-hoc analyses and summary reports and document lessons learned related to both primary and secondary programme benefits.
  • Supports the Country Technical Lead to produce high-quality reports and other programme documents for submission to clients. Perform other relevant duties as required by the Country Technical Lead.

 

Other responsibilities

  • Gender and Social Inclusion Lead: Work with the donor, PMO and Thai stakeholders to ensure gender and social inclusive implementation and daily operations. Responsibilities include writing and evaluating project GSI plan and working with the team to ensure inclusive protocol.
  • Communications Lead: Help create communication strategy and identify potential areas to market the work of BHP-TH.
  • Perform other relevant duties as requested by the Country Technical Lead. 

Minimum Requirements

  • Master’s degree in public health, or international development or related fields.
  • Must have at least three years of relevant experience in the health sector (preferred experience working with NCDs) and demonstrated the understanding of the health system in Thailand.
  • Demonstrated experience in programme management, with an understanding of programme planning, implementation and evaluation principles, practices and procedures. 
  • A high level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner.
  • Experience in designing and managing programme log frames, facilitating review workshops and generating and sharing lessons learned.
  • Computer proficiency in word processing, databases, and spreadsheets, with advanced skills in at least one of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access, and PowerPoint.
  • Demonstrated ability to communicate effectively in both English and Thai, orally and in writing
