Consultant to conduct Impact Oriented monitoring and Data analysis Trainings

1. Background Information

Kindernothilfe e.V. (KNH) is a Non-Governmental Organization founded in 1959. KNH works with local non-governmental organizations and their networks in 30 countries in Africa, Asia, Latin America and Eastern Europe to realize and protect children’s rights. KNH works in partnership with nine of organizations in Thailand to reach out to children with programs and projects which aim at improving the realization of the rights of vulnerable and marginalized children and to develop to their full potential. In Germany KNH engages in awareness raising, education and advocacy relating to development policies and particularly to the implementation of the Child Rights Convention.

 

2.  Objective of the Capacity Building Process

 

Overall Objective: KNH partners in Thailand and Myanmar are enable to establish Child Rights Programming and Impact orientated logics in their project management cycle. Partners are enabling to design impact orientated project based on CRSA, monitor the progress, and steer intervention of project in inclusiveness of children participation.

 

Specific Objectives:

1. Partners have good knowledge and understanding on impact oriented project cycle management respecting the child rights principles.

2. Partners have a consistent monitoring system and practice that includes a monitoring plan and well-developed monitoring tools.

3. Partners have a good understanding of data collection and have appropriate tools, which provide high quality data on all indicators of the logframe.

4. Partners have clear procedures for data analysis and interpretation, use of management results for project steering and participatory project management enhancing project outcomes and impacts.

5. Reports of all partners present and analyze the monitoring results, including the changes which projects achieve.

 

3.  Contents and Expected Results

 

There will be a sequence of two trainings and a concluding consolidation workshop with individual support by the trainer for the partners while they apply the training contents. The partners are grouped in 2 batches. Due to this the two trainings will be given twice:

  1. Refresher sessions on Indicator by In-Country Coordination – the one-on-one visit to assist partners improve indicators (Actual description of indicators and target values will be defined) and to realize partners’ monitoring practices and data collecting tools.
  2. Workshop 1: Monitoring and data collection training (twice 4 days) – July and November 2021
  3. Application phase mentoring by a consultant– mainly on review and enhancing monitoring plan, data gathering tools, and processing data to be able to analyze the data to inform progress, steering and reporting – from distance and partner visits.
  4. Workshop 2: Data Analysis and reporting training (twice 4 days) – to be decided with KNH in accordance to the extent of the progress on developing of data collection and monitoring system within the partner organizations
  5. Application phase mentoring by a consultant – mainly on review of data base, data analysis practice, participatory interpretation / management and improved reporting.
  6. Consolidation workshop (once 2-3 days for all partners): strengthening data analysis and mainstreaming within the organisations (review monitoring system, monitoring policy, etc.)

 

4. Execution Strategy

 

Step

In-Country Coordination conducts Refresher training on Indicators. Consultant will accompany 2 to familiarize with KNH and the partners

Prior to each workshop, the online survey will be conducted to get updated and identify gaps in monitoring and reporting procedure and to collect training needs.

For developing training program, KNH will share

  • a. Definition of terminologies, template for proposal and reports, Information Sheets
  • b. KNH framework for effect and impact orientation capacity development process
  • c. Workshop plans and materials from other similar workshops
  • d. Results of the previous workshops and KNH observations
  • e. Monitoring tools and reporting templates that currently practice by partners

Draft training design and materials of each workshop. The training contents and methodology are mutually agreed by the consultant and KNH.

Conduct workshops

At the end of each workshop, all partners shall present the action plan that defines emerging issues and expected outcomes. Tentative dates for follow up and backstopping should be set mutually.

Application Phase: Follow up and backstopping by the consultant

**This varies from 1 to 3 days per organization. 

**Distance coaching, in-person meeting and visit should be decided in consideration to the need of partners and the travel restriction due to the virus pandemic.

Post workshop assessment by the consultant and KNH

Submission of the Backstopping plan by the consultant

Submission of the report that consists of the consultant’s views and recommendations by consultant

Follow up by KNH Thailand (via regular monitoring visits and review of the progress reports)

 

5. Workshop Methodology

 

  • Trainings should be very participatory with group work and much exchange among partners. All inputs by the consultant should be contextualized by the participants with discussions, group work or reflections on their specific projects. It should be honored that all partners already conduct monitoring and that there is a lot of experience and knowledge which they can share. Hence there should be also some brief presentations by the partners, highlighting some aspects of practice.
  • For developing the training program, KNH will share its definition of terminologies, templates for project proposals and reports, and a general framework for impact orientation trainings as an orientation.
  • Trainings and materials will be provided in Thai to ensure good understanding and contextualization into the actual projects of the partner organizations.
  • Partners will work on their own projects and improve aspects of them in the course of process. If they want to change objectives, quantities of targets or add new interventions they will have to negotiate with KNH after the training.
  • At the end of each workshop, partners should draft the action plans for each project to use the insights from the workshop and improve the quality of identified issues. This includes sharing of the workshop insights within the organization. After the workshop, these plans should be finalized with the respective partner staff and shared with the consultant and KNH.
  • After each workshop, there will be an application phase in which the partners implement their action plans. The consultant will accompany and backstop the partners during this time. The methodology and consultancy time involved will depend on the volume of work to be done by the partners and the challenges which they face. Possible methods are written feedback followed by Online meeting, Regular phone calls, In-person meetings and visits. The method might differ from organization to organization. Usually this varies from 1 to 3 days per partner.
  • Confidentiality of provided information, documents and tools of partners and KNH is a requirement for the success of the Capacity Development process.
  • Chapter 1 and 2 of the KNH Guide for Capacity Development on Outcome and Impact Orientation should be considered in the course of the process.

 

6. Deliverables

  • Submit draft concept (workshop plan) and methodology for each training at least 6 weeks before the training, discuss and agree on it with KNH
  • Submit workshop inputs at least 3 weeks before the training, discuss and agreed on it with KNH
  • Brief report at the end of each workshop with views and recommendations for the backstopping
  • Backstopping plan for application phase after the training
  • Brief individual reports per partner on results of backstopping at the end of the application phase and overall conclusion for the next training

 

7. The Applicant

  • Should be a freelance
  • Preferably has a master’s degree Should have the expert level of knowledge on Excel sheet / database development, Data consolidation and Data analysis and interpretation
  • Should be a passionate trainer with extensive training skills and experiences in using participatory methods
  • Should have experience of more than ten years in development sector and at least five years’ experience in the above-mentioned topics
  • Experiences in designing quantitative and qualitative data collection tools and data analysis within NGOs are assets

 

8. Proposals and Contract

Proposals should cover all steps as outlined in the ToR related to the training and backstopping during the application phase for the first training of the 1st batch (join 2 refresher sessions on indicators, prepare and hold 1 training on monitoring and data collection, backstopping during the application phase).  

A freelance shall submit the proposal enclosed with:

 

  • CV
  • Detailed budget (training venue and logistics will be organised by KNH separately)

 

KNH will contract a freelance basis. The contract will be based on the agreed scope, work plan and the agreed budget for the assignment. KNH intends to sign a second contract for the remaining 4 workshops once the 1st workshop and backstopping are finished.
