ADRA Thailand is currently seeking applicants to work at our office in Mae Sot, Tak in the Basic Education Support towards Transition (BEST) Project as detailed below:
Project Manager
Job overview: The Project Manager is responsible for the overall implementation of the BEST project activities in 7 camps, overseeing the project staff, managing the budget, and maintaining relationships with local partners, BEST consortium partners, MOI/Thai authorities, and education stakeholders.
Key Project Activates:
Support and delivery of school supplies, textbooks, and construction for schools (coordination with local partners)
Financial Support to teachers and education staff in 7 camps (as indicated by KRCEE)
Support and strengthen the PTA system in camps (coordination with local partners and schools)
Reduce the number of out-of-school children in camps by facilitating access to other forms of education i.e. non formal learning programs and vocational training (coordination with Community Liaison Officers- CLOs)
Initiate a career guidance component targeting high schools students (coordination with schools and teachers)
Work alongside consortium partners in developing an Information Package for returning students and parents
Facilitate ‘Education’ Information Sessions to students, teachers, parents, education personnel, relating to education options upon return, community Vs government schools, enrolling in schools, etc., (based on community interest and coordination with schools/head teachers PTAs, KRCEE)
Facilitate and coordinate learning exchanges
Responsibilities:
Manage and monitor the implementation of an efficient procurement and logistics system following procedures;
Ensuring that the team follows tendering and procurement protocols with necessary supporting documents as planned;
Supervise Area Coordinators, Field Officer, Procurement/ Logistics Officer, and Project Cashier/Admin Assistant, including allocating and monitoring their work and providing performance feedback and evaluation, to ensure a high level of staff performance;
Make regular camp visits (7 camps) to monitor the project activities, meet with camp stakeholders, and maintain positive relationships in camps;
Ensure appropriate measures are in place to capture project progress and activities i.e. M&E plan;
Coordinate with field staff on monitoring and tracking project activities;
Coordinate and liaise with local project partners Karen Refugee Committee Education Entity (KRCEE) and Office for Camp Education Entity (OCEE) and to ensure meaningful inclusion of community partners are streamlined throughout the project (i.e. teacher lists, stipends, PTAs, etc.,);
Coordinate and liaise with other partner agencies to ensure successful project implementation is in line with the project budget;
Coordinate and lead the assessment for school repairs and teaching/learning material (school supplies, textbooks) needs;
Coordinate with logistic staff to prepare material lists to obtain camp passes;
Build and maintain fruitful relationships with suppliers in line with ADRA policies to ensure quality, low prices and on time delivery;
Prepare monthly and quarterly project reports to OCDP under MOI as required in Thai language;
Participate in the writing of the yearly proposal authorization request to MOI by providing information needs on activities, statistic, target etc. to Program Coordinator and translates the yearly proposal from English to Thai;
Draft and prepare needed information for narrative reports for the donor as required;
Participate in any new proposal development by providing necessary information;
Prepare monthly budget request, review project pipeline and ensure expenditure within the approved budget;
Review monthly expense reports from the Project Cashier/Admin Assistant before sending to CM office;
Coordinate and participate in field visits by ADRA Thailand senior management staff, BEST project partners, donors and others as required;
Escalate issues requiring immediate solutions for smooth activity implementation to Program Coordinator;
Coordinate and support supply delivery to 7 camps and in this context, cooperate with ADRA VT project teams to ensure delivery as scheduled;
Create and maintain a positive working environment in the office and amongst the team;
Maintain positive communication with all stakeholders as required;
Perform other tasks as required by the Program Director
Preferred candidates are expected to meet the following:
Minimum Skills & Education Required:
Educational Qualifications:
Bachelor degree in education, international development or related field
Experience:
At least 5 year experience in project management and supervising
Language Skills:
Strong Thai verbal and written language skills
Strong English verbal and written language skills
Strong Karen and/or Burmese verbal and written language skills
Skills and Abilities:
Ability to work in a Christian context
Must be willing to travel and work in remote camps along the Thai – Myanmar border (estimated at 50% of time)
Must have strong management and supervising skills
High level of flexibility and self-motivated
Willingness to implement policies and procedures with a professional and constructive attitude
Good negotiation and conflict resolution skills
Ability to take initiative and work with minimum supervision
Excellent interpersonal and communication skills
Strong computer skills (Including Microsoft Office proficiency)
Understanding of diversity in working environment
Valid driving license is required
