About the program:
ASEAN–Australia Counter-Trafficking (ASEAN-ACT) will continue Australia’s long-running collaboration with the Association of Southeast Asian Nations (ASEAN) to combat trafficking in persons in our region. The program will principally engage in the justice sector response to trafficking in persons. It will engage all ten ASEAN Member States in some capacity and will establish national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand and Vietnam. ASEAN-ACT has been identified as an important area of cooperation in the Plan of Action to Implement the ASEAN-Australia Strategic Partnership (2020-2024).
Overview
ASEAN-ACT is engaging a consultant to support the ongoing implementation and upcoming review of the Bohol TIP Work Plan (BWP) in coordination with the SOMTC Voluntary Lead Shepherd on Trafficking in Persons.
Objective
The objective of this consultancy is to support SOMTC Philippines, under the Philippine interior department (DILG) in its role as the Voluntary Lead Shepherd on Trafficking in Persons. SOMTC Philippines is in the process of facilitating the assessment and reporting on progress of implementation of the Bohol Work Plan across sectors and pillars.
The Regional Work Plan Review Adviser will support DILG in this activity, coordinating directly with SOMTC Lead Shepherd on TIP or a nominated delegate as the key counterpart.
This is a key part of implementation of ASEAN-ACT's ASEAN program work plan and will contribute towards achievement of EOPO1.
Areas of Responsibility
The consultant will be responsible for the following:
- Provide technical advice on how to undertake reporting on the progress of the BWP.
- Provide technical advice on the development of a methodology, design and facilitation plans to aid the reporting of progress of the BWP and the objectives of this assignment.
- Provide examples of good practice relevant to this assignment.
- Undertake preparatory and consultative meetings which may include both virtual and face-to-face meetings.
- Support SOMTC Philippines to undertake consultations with relevant sectoral bodies and stakeholders, including facilitation as requested.
- Advise partner agencies how other sectoral bodies and/or ASEAN organizations report on progress of their respective regional work plans.
- Consider existing documents and the current work being undertaken in relation to reporting on the progress of the BWP.
- Perform other functions and submit other documents that may be assigned from time to time in relation to the objectives of this assignment; and
- Other duties as requested.
Expected Outputs
The Consultant is expected to deliver the following outputs:
- Inception report
- An assignment work plan, outline and methodology
- Review of sectoral bodies and/or ASEAN organizations approaches to reporting on progress of their respective regional work plans
- Detailed methodology and design for reporting on and review of the BWP
- Facilitation plan on how to conduct activities required of the BWP review
- Record of meetings and consultations
- Final report with recommendations
Selection Criteria
Qualifications and experience:
- Post graduate degree (or equivalent university degree and experience combined) in social science, ASEAN studies, public policy, statistics, or relevant areas.
- Excellent communication, stakeholder management, problem-solving and analytical skills.
- Demonstrated knowledge and skills in conducting meetings, consultations, and workshops.
- Excellent verbal and written skills.
- Demonstrated expertise in work plan review, monitoring and evaluation methods, and project proposal development.
- Strong analytical, verbal, and report writing skills in English.
Desirable:
- Knowledgeable in trafficking in persons, including ASEAN legal and organisational framework relating to trafficking in persons.
- Proven established network relevant to the assignment and experience working with ASEAN sectoral bodies
Reporting Requirements
The Consultant will report directly to the SOMTC Lead Shepherd on TIP or his delegated representative for day-to-day direction. The Consultant will closely coordinate with nominated partner government focal persons for substantive matters and direction of the assignment.
The Consultant will determine their final work schedule, outline and methodology at the beginning of the assignment. The work schedule will set clear deadlines for the completion of each expected deliverable. Outputs will be signed off in consultation with the SOMTC Lead Shepherd on TIP or his delegated representative and the ASEAN Program Director, ASEAN-ACT.
Position Duration: Up to 40 days inputs over a 6-month period
Remunerations: ARF B3
