About the program:

ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in our region. The program will principally work on strengthening the justice sector response to human trafficking, while opening up new partnerships with allied government agencies, civil society and business. It will engage all 10 ASEAN Member States in some capacity and will continue national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, and Vietnam.

Overview

Civil society organisations (CSOs) play a critical role in counter-trafficking efforts in Southeast Asia, supporting responsible agencies across all types of counter-trafficking interventions, from prevention and victim identification, to victim protection and justice responses. They are a key stakeholder in ASEAN-ACT’s efforts to develop inclusive public policy and an evidence based around trafficking and counter-trafficking responses.

ASEAN-ACT initiated a grants program in 2021, providing initial support to nine CSOs, selected as partners based on their approach to counter-trafficking, experience, expertise and alignment to ASEAN-ACT’s program principles and strategies. The organisations are working to identify those who have been trafficked for different forms of labour exploitation in Southeast Asia, or vulnerable to such exploitation including as a result of the COVID-19 pandemic, and in need of assistance. They will be helping to develop the evidence base around trafficking patterns that are under-addressed in Southeast Asia, and inform policy dialogue with the experience from programming and advocacy.

The current phase of grant activities will be implemented in Cambodia, Lao PDR, Philippines, Thailand and Vietnam. These CSOs will carry out activities relating to: legal assistance; identification, analysis of and providing assistance to trafficked persons; advocacy, evidence and research. ASEAN-ACT has also granted regional and international organisations that will primarily be engaged in research and knowledge exchange.

Objective

The objective of this short-term consultancy is to identify, capture and communicate the progress and outcomes, and the partnerships underpinning them, of the ASEAN-ACT Grants program through creative and accessible storytelling. The communication material and products, guided by the CSOs, will effectively reach target audiences in a way that engages, promotes, educates, and influences change.

Areas of Responsibility

The Communications Consultant – Grants Program will: 

• Lead the develop of a communications strategy and action plan in consultation with CSOs and ASEAN-ACT
• Lead and manage the design, development and production of communications material and products.
• Content writing for web, social media and other material.
• Work closely with and be guided by CSOs to support their communication priorities and build capacity in promoting progress and outcomes relating to their grants activities
• Work closely with designers, videographers and other suppliers to develop a range of communication products suitable for different mediums and audiences
• Oversight of proper procurement processes and seek required approvals prior to disseminating communication material

Expected Outputs

The Communications Consultant – Grants Program is expected to deliver the following outputs:

• Communications Strategy and Action Plan
• Work In Progress reports
• Variety of strategic communication material and products (e.g. videos, social media, infographics, website stories, newsletters, case studies, animation etc)
• Communications capacity support to CSOs as requested
• Other outputs as requested by the donor (Australian Department of Foreign Affairs and Trade)

Selection Criteria

Qualifications and experience:

• Relevant qualifications in communications, design, journalism, public relations, international relations, international development.
• Over 7 years’ experience in communications/advocacy/outreach for an international development organisation, non-government organisation, civil society organisation
• Strong project management skills and experience in developing a variety of communication products and material
• Flexible and creative approaches
• Strong writing skills in English and ability to convey complex concepts in an accessible format
• Strong computer skills and knowledge of different remote-applications
• Ability to work across languages and cultures to identify opportunities, implement activities and meet deadlines.

Desirable:

• Post graduate qualifications in a related field
• Knowledge and experience of trafficking in persons, labour migration and social issues within the ASEAN region
• An understanding of communications for development (C4D) approaches
• An understanding of Australian Government funded aid programs.
