Program Background

Partnerships for Infrastructure (P4I) is Australia’s new flagship infrastructure initiative for Southeast Asia. The goal of this regional initiative is to contribute to quality infrastructure development that drives inclusive growth in Southeast Asia.

P4I has three core themes: infrastructure planning and prioritisation; procurement; and sector policy and regulation. It will also focus on the crosscutting issues of climate change, disaster risk reduction, gender equality and social inclusion. P4I will provide flexible support to Southeast Asian partner governments (Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste and Vietnam) and ASEAN through government-to-government partnerships, high-calibre private sector advisory services, and regional learning and networking activities.

P4I commenced in December 2020 and will operate initially for three and a half years (2020-21 to 2023-24). It will be delivered collaboratively by One Team comprising DFAT and four Delivery Partner organisations (Ernst and Young, Adam Smith International, The Asia Foundation and Ninti One). Under this model, the Executive Director (a DFAT officer) and Delivery Partner personnel will function as a single team. This will include a core team located together in the P4I Hub in Bangkok, Thailand.

Alongside government partnerships and technical advisory services, regional learning and networking (RLN) will be one of P4I’s main delivery modalities. P4I will work with DFAT to ensure RLN activities build awareness of, and engagement with P4I, across Southeast Asia and in Australia, and bolsters Australia’s reputation on infrastructure in the region. P4I will support the creation of networking, knowledge sharing and learning opportunities among ministers, officials, civil society and private sector representatives, and/or other relevant experts/organisations. Virtual RLN engagements will play a particularly important role while COVID-19 travel restrictions remain in place.

Job Specification

The Regional Learning and Networking (RLN) Coordinator will work closely with the P4I Executive Director, Head of Program Delivery and Performance, Head of Technical Advisory, Delivery Partner organisations and other P4I staff to help deliver P4I’s Regional Learning and Networking Plan (RLNP). The RLN Coordinator will be responsible for ensuring that RLN activities are well planned, adequately resourced, and effectively and innovatively delivered.

The responsibilities of the position will include, but not be limited to:

Assist with identifying and assessing RLN opportunities, including through:

• Liaising with relevant institutions that host or convene relevant networking and learning events in the region.
• Participating in internal P4I discussions on potential RLN events, in particular through involvement in the P4I RLN Working Group.
• Maintaining a rolling forward calendar of regional networking and learning activities.

Take a significant role in planning and delivering RLN activities, which are expected to change in nature while COVID-19 travel restrictions are in place and post-COVID-19 periods:

• COVID-19 period: greater emphasis on virtual learning opportunities, events and engagements, as well as limited in-country delivery where permitted
• Post-COVID-period: a mixture of in-person and virtual learning opportunities, engagements and events, in multiple countries in Southeast Asia and Australia.

Working closely with P4I technical teams, assist with organising event logistics and provide coordination before, during and after events, as required. This may also involve preparing materials and assisting with reporting on results of RLN events.

Work closely with the P4I communications team to ensure that RLN events with P4I participation involve appropriate stakeholder engagement and public communications in line with both the RLN Plan and the Communications and Public Affairs Strategy (CPAS).

Perform a secretariat function for the P4I RLN Working Group, including scheduling meetings, recording minutes, and coordinating / monitoring follow up actions.

Qualifications and Experience

• Degree in a relevant field (such as business, communications, development studies, economics, or law). A post-graduate degree desirable but not required.
• Experience of design and management of learning and networking events for the private sector, government and/or in academia.
• Strong written and oral communication skills and a track-record in delivering reports and presentations to a high standard.
• Excellent computer skills, with the ability to creatively transform prose into graphics and compelling visual displays (minimum of MS Word, Excel and PowerPoint).
• Experience in running and managing online/virtual events.
• Demonstrated experience with the use of multimedia tools to communicate information and facilitate knowledge sharing highly desirable.
• Experience in the economic governance and/or infrastructure sector desirable, but not required.

• Demonstrated capacity to work collegially with partner organisations and international staff.
• Demonstrated commitment to gender equality, youth empowerment, disability inclusion and Do No Harm principles.
• Excellent communication and interpersonal skills in English. Working proficiency in additional Southeast Asian languages is highly desirable.
