About the program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in the region. The program is a ten-year investment principally working with strengthening the justice sector response to trafficking in persons, while advancing the rights of victims. The program aims to establish new partnerships with allied government agencies, civil society and business. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar (currently on hold), the Philippines, Thailand and Vietnam.
 
Program Outcomes
The overarching goal that ASEAN-ACT contributes to is that ASEAN member states have effective justice systems that provide just punishment of traffickers and protect the rights of victims. Three interrelated end-of-program outcomes (EOPOs) contribute to the achievement of this goal by 2028:

• EOPO1: ASEAN’s planning, monitoring, and reporting of the ASEAN Convention against Trafficking in Persons, Especially Women and Children (ACTIP) implementation is increasingly effective and advances the protection of victim rights.
• EOPO2: ASEAN member state justice and related state agencies are increasingly capable of implementing their ACTIP obligations, in particular those that uphold victim rights.
• EOPO3: ASEAN member state justice and related state agencies’ policies and practices are influenced by relevant stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.

Overview
ASEAN-ACT supports ASEAN member states to integrate gender equality and social inclusion (GESI) and protect the rights of trafficking victims as required by the ACTIP. The program has developed GESI and victim rights strategies to provide a conceptual framework and practical implementation approach to analyse and respond to GESI and victim rights challenges in the trafficking in person sector. As a core component of the program, specific project and activities to advance GESI and victim rights have been designed and are being implemented in collaboration with ASEAN-ACT's partners and stakeholders.
The GESI Coordinator supports the implementation of GESI and victim rights activities across ASEAN-ACT's three pathways and target countries.
 
Roles and Responsibilities
The GESI Coordinator is responsible for:

• Supporting the implementation of GESI and victim rights activities across ASEAN-ACT's three pathways including: preparation and review of concept notes; preparation and review of Terms of Reference for workshops and events; supporting organisational and administration of activities
• Developing of GESI and victim rights knowledge and communications products and support ASEAN-ACT's country teams to promote and share GESI and victim rights work
• Developing and maintaining excellent working relationships with relevant internal and external stakeholders including with ASEAN-ACT staff in other countries, based on mutual accountability and respect
• Coordinate with regional-based operation teams to ensure compliance with ASEAN-ACT finance and administrative requirements
• Preparing regular project activity reports, in accordance with ASEAN-ACT templates and formats, for specific GESI and VR activities
• Assisting the Inclusion and Victim Rights Director (IVRD) in planning monitoring and evaluating project output/outcomes indicators and budgets, and ensuring that results are appropriately reported and assessed against the GESI and victim rights markers developed to measure integration.
• Supporting the review and updating of the ASEAN-ACT GESI and victim rights strategies as required
• Liaising with ASEAN-ACT consultants on deliverables and supporting administrative and logistical arrangements for various GESI and victim rights related consultancies, working closely with ASEAN-ACT country teams.
• Performing other duties as required.

 
Selection Criteria Qualifications

• Graduate qualifications (or a combination of undergraduate and relevant work experience) in a related discipline – international/social development, gender studies, law or similar.

Essential

• Strong understanding and experience of human rights-based and gender-responsive approaches in development
• Demonstrated management and coordination skills, including the ability to plan and meet deadlines
• Strong interpersonal skills and the ability to effectively communicate, including experience in a cross-cultural environment and international setting
• Stakeholder engagement skills and the ability to collaborate effectively.

Desirable

• Previous experience in counter-trafficking work
• Knowledge and experience of Australian Government development programs and reporting requirements
• Proficiency in an ASEAN language and experience in the region will be highly regarded.
