Position Summary & Job Purpose:
Tetra Tech is recruiting a Finance Specialist to be based in Bangkok, Thailand to support the implementation of upcoming USAID administered Thailand projects. The Finance Specialist must be resident in Thailand and with the ability to legally work. The position is full-time, and hiring is contingent upon USAID approval. Position Responsibilities:
Manage all project-related financial matters in line with Tetra Tech policies and procedures and USAID rules and regulations and in coordination with the Tetra Tech home office.
Conduct all financial actions including maintaining the petty cash imprest system, reconciling cash and bank statements, preparing cash requirement budgets for local expenses and processing of vendor invoices and expense reports based on the Tetra Tech and USAID procedures.
Process payroll and associated withholdings, including social security and benefits (i.e. 13th month, retirement fund, etc), for all locally hired staff and consultants (approximately 12 total individuals), executing tax reporting and filing, entering transactions in QuickBooks, preparation of financial statements, maintaining all records, entering all payments in the bank’s online system and processing check disbursements as necessary.
Coordinate tax and social security requirements and coordinate with government departments on Tetra Tech’s compliance and responding to financial audits, including, but not limited to:
Prepare monthly tax filings (PND-1; PND-3/53; PP30) and payments to the Revenue Department;
Provide estimates to the main office for the half yearly tax filing (PND-51);
Prepare the monthly sales tax invoice with taxable revenue and value added tax details.
Prepare annual personal income tax reports (PND1A)
Prepare annual social security reports (KT20A)
Provide the outside accounting firm with the necessary time backup and employees data for payroll processing.
Prepare all the financial documents for the mid-year and end-year regulatory audit by an external audit firm.
Prepare projected severance pay liability annually.
Support Tetra Tech’s legal corporate registration, ensuring on-time legal filings and required reporting with Government of Thailand entities.
Maintain vacation and sick leave analysis for all locally hired staff.
Prepare canvass sheets with vendor quotations for all competitive procurements of commodities and services and the purchase requisitions and purchase orders for the procurement of commodities and services.
Maintain detailed filing system for vouchers, timesheets, leave forms, employee pays slips, sales tax invoices, expense reports, petty cash transactions, tax filings, cash requirement requests, bank statements and reconciliations, as well as other financial documents. Filing system shall be in both hard copy as well as in the electronic project shared folder on Tetra Tech’s cloud-based file storage platform.
Perform other duties requested by supervisor.
Essential KSA’s Required (experience, skills, education, certification, etc.):
BA or equivalent
A minimum of 5 years of experience managing the finances of donor funded projects, or similar, with increasing levels of responsibilities
Experience with bookkeeping, financial reconciliations, and QuickBooks
Excellent writing, communication and listening skills
Good organizational, analytical and problem-solving skills with an attention to detail
Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, both independently and as a team member interacting with staff members and vendors at all levels
A high level of ethics, honesty, professionalism, diplomacy, ability to maintain confidentiality and commitment to customer service
Fluency (speaking, listening, writing, reading) in English and Thai.
Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams
Valued but not required KSA’s:
In-depth knowledge of the USAID rules and regulations on procurement, subcontracts
Physical demands & work environment:
Office setting with remote working during COVID-19 and as needed.
