  1. Background Information

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime including trafficking in persons and smuggling of migrants. It is also a leading provider of technical assistance to Governments for addressing the legal and criminal justice aspects to counter-terrorism and crime prevention. UNODC operates in all regions of the world through an extensive network of regional and field offices. This assistance also supports Member States in strengthening criminal justice systems and to successfully implement international conventions and protocols, in compliance with the rule of law and human rights, including from a gender perspective.

The UNODC Regional Office for Southeast Asia and the Pacific’s (ROSEAP) Regional Programme outlines the proposed scope and focus of UNODC's work in the region for the years to come. It provides a framework for delivering a coherent programme of work to: (i) give clear focus to supporting Member States and regional partners in achieving priority crime and drug outcomes; and (ii) increase the responsiveness, efficiency and effectiveness of UNODC's support to the region.

The Regional Promgramme focuses primarily on crime and drug challenges that are best addressed through coordinated cross-border and intra-regional cooperation. There are five sub programmes under the Regional Programme.

  • Transnational Organised Crime
  • Anti-Corruption
  • Terrorism Prevention
  • Criminal justice systems
  • Drugs and Health, and Alternative Development

 

 

  1. Functions / Key Outputs Expected 

Under the direct supervision of the Crime Prevention and Criminal Justice Officer (Programme Development) (based in Bangkok), the National Programme Officer (NPO) will perform the following tasks:

  • Provides specialist advice and expertise to UNODC ROSEAP staff and its government counterparts to increase knowledge on a range of human rights and gender issues;
  • Supports the integration of a gender and human rights considerations into the substantive programmatic work of UNODC ROSEAP, including in drafting proposals, work plans, and donor reporting;
  • Contributes to the planning and delivery of technical assistance and capacity building activities (e.g. trainings) under UNODC ROSEAP’s Regional Programme to ensure human rights and gender considerations are incorporated;
  • Contributes to planning and delivery of specific gender and human rights capacity building activities for UNODC ROSEAP staff and government counterparts (e.g. trainings and workshops), particularly in applying specific tools;
  • Disseminates relevant information, tools and resources on gender and human rights;
  • Provides support to UNODC ROSEAP staff in capturing, documenting and sharing knowledge on mainstreaming gender and human rights;
  • Stays informed on gender and human rights related policy developments at the regional and national levels, including through the UN Country Teams in priority countries (e.g. Thailand, Malaysia);
  • Supports UNODC ROSEAP in the collection of information for annual reports on the UN System-wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP 2.0) and other monitoring and reporting tools related to gender and human rights;
  • Establishes linkages with key stakeholders, including other UN agencies, civil society, academe and other gender / human rights related networks;
  • Represents UNODC at national and regional meetings, particularly working level meetings relating to gender and human rights;
  • Writes a variety of reports, communications, briefings, statements, and web stories relating to human rights and gender;
  • Performs other duties as required.

 

  1. Impact of Results

Coordinated and the timely delivery of technical advice and support directly affects successful project implementation. Ensuring accurate and efficient support services are met including the effective planning and organization of project activities ensures positive impact on achieving regional programme objectives.

 

 

 

 

  1. Competencies and Critical Success Factor

Has knowledge of mandates of the United Nations Office on Drugs and Crime. Has proven ability to contribute to complex technical assistance programmes, to provide expert advice in the substantive area, deliver presentations and training, and mobilize external partners and stakeholders. Has good research, analytical, and problem-solving skills. Can identify issues, analyze, and participate in the resolution of issues/problems. Can conduct data collection using various methods.   1. Recruitment Qualifications 

Education:

  • Master’s degree in Gender, Human Rights, Political Science, Law, Social Science, Public Policy, International Relations or related field.
  • A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • A minimum of two (2) years for Bachelor’s or up to two (2) years of Master’s holders of progressively responsible experience in gender and human right work at the national and/or international is required;
  • Experience providing specialist advice on gender and human rights considerations is required;
  • Experience delivering gender and human rights training is required;
  • Experience working with law enforcement and/or criminal justice practitioners is desirable;
  • Experience working with the United Nations or other international organizations is desirable;
  • Experience liaising with mid- to high-level government officials is desirable.

Language   Requirements:

  • Fluency in both oral and written communication in Thai and English.
  • Knowledge of other United Nations official languages is an asset.
