Consultant (start ASAP) for “The Project on Seamless Health and Social Services Provision for Elderly Persons”

Introduction:
 

Japan International Cooperation Agency (JICA), following an agreement on technical cooperation with the Government of Thailand, has been implementing the project named Seamless Health and Social Services Provision for Elderly Persons (S-TOP), focuses on development of consistent care model services from hospital to home.

 

The project is looking for a Consultant who supports development of policy recommendations of S-TOP.

 

The initial contract period with a Consultant will end at the end of March 2021, and it will be extended upon the mutual agreement between a Consultant and JICA S-TOP (The maximum extension of contract period is the end of October 2022).

 

 

Qualification:

 

Professional Requirements:

 

Essential

  • Graduate level education in public health, medicine or related field; with focus on elderly care preferable
  • Good proficiency in reading, interpreting, writing and speaking English and Thai (native level)
  • Ability to analyze, synthesize data and reports to produce well-presented written work
  • Good computer skills with experience of Windows and MS Office software (Word, Excel and Powerpoint)
  • Good interpersonal skills to be able to communicate and liaise with a wide range of people

 

Desirable

  • Experience of research or work experience in elderly care in Thailand
  • Experience of working with international agencies and/or public health system in Thailand
  • Good ability in data analysis with experience of data/statistical analysis software
  • Some proficiency in Japanese

 

Preferable Personal Requirements:

  • Is able to work effectively with cross-disciplinary and cross-cultural a teams
  • Has a challenging and proactive attitude to work
  • Has the ability to work to deadlines and prioritize workload effectively
     

 

Job Description:

 

Tasks and Responsibilities regarding Policy Recommendation and Research/Survey required for Policy Recommendation include:

 

  1. Liaison and coordination within S-TOP and with related organizations including Ministry of Public Health (MOPH), Ministry of Social Development and Human Security (MSDHS), National Health Security Office (NHSO) and other S-TOP stakeholders.
  2. Planning, implementation, and analysis of data and information collection.
  3. Preparation of documents and reports related to 2).
  4. Preparing, participating in, and presenting materials necessary for meetings and conferences, compiling materials, taking minutes, and (depending on the situation) translation and interpretation, especially through facilitating discussion and consultation with MOPH, MSDHS, NHSO, and other S-TOP stakeholders.
  5. Planning when work is to be outsourced, liaison and monitoring with subcontractors, and supervision of documents and reports (including results) related to the outsourcing.
  6. Coordination with other purposes, other meetings, and other operations to achieve the purpose of the Policy Recommendation, etc.
  7. Timely Submission of monthly reports and a final report at the end of the contract

Remark:

The job description is subject to modifications because of changes in project requirements and will be done with mutual discussions where needed.

 

 

Remuneration and Expenses:

 

Fee:

 The amount will be determined according to the background/ experience of the Consultant (e.g. 2,000THB/day was paid to the similar personnel previously).
The fee includes miscellaneous expenses such as transportation, taxes, and social welfare. There is no concept of overtime work. Monthly Fee will be paid upon the submission of monthly report by the Consultant.

 

Official Travel:

When on official travel, travel and accommodation allowance will be paid to the Consultant in accordance with rules and regulations of JICA Thailand Office.

 

Tax & Social Welfare:

Payment of Tax and social welfare procedures are the consultant's sole responsibility.
