Title: Call for consultant to design a strategic plan, workflow, and action plan for big data system for competition monitoring and evidence

Contract term: The assignment must be completed by March 2022

Location: Thailand

The Asia Foundation’s Thailand Office is seeking a qualified, talented consultant to design a strategic plan, workflow, and action plan for big data system for competition monitoring and evidence. This assignment will be used to support the Office of Trade Competition Commission (OTCC).

Deliverables:

• Review the current data system and data management of the OTCC and provide a flowchart of the current data system

• Analyze the capacity and needs for future data system, platform, and management that can accommodate tools for recording and inputting data into OTCC big data platform, which includes tools for manual data input and automated data ingestion, and provide recommendations to develop a big data system for competition monitoring and evidence to OTCC

• Provide a strategic plan, workflow, and action plan on how to collect big data related to supply chains in domestic agricultural products, industrial products, and services. The data collection plan covers planning for primary data through field surveys or OTCC channels, and for secondary data from other government agencies, private sector units and online media, as well as plans for maintaining data timeliness.

Requirements:

• At least 5 years of experience in computer science, data management, or related fields.

• Master’s degree in related fields. Doctoral degree preferable

• Has conducted studies or projects related big data management
